Book excerpt: Many of the US criticisms of Western European reluctance to engage in the 2004 war in Iraq stem from a perception that these governments are 'weak on defence' or unwilling to 'pull their own weight' in the international system. Secretary Rumsfeld pejoratively designated traditional Atlantic Alliance allies as 'Old Europe', to distinguish them from the freshly minted, cooperative states of 'New Europe'. In doing so, Rumsfeld accused 'Old Europe' of yet again relying on the United States to solve shared security problems. This volume critically evaluates the validity of this view of Western European choices and policies. Rather than a primary reliance on military force as first line defence, it proposes that Western European governments are expanding the set of tools they have to apply to the post-Cold War array of security and defence problems. The volume examines the emergent European security approach from multiple perspectives, in multiple institutions and identities, and in different geographic contexts.

The continuing war in Syria, a humanitarian crisis in the region and the weakening of state structures have created a combustible environment, which has contributed to the refugee and migration crisis and the rise of the so-called Islamic State of Iraq and the Levant (ISIL). Meanwhile, the conflict in eastern Ukraine appears to have become frozen, and relations with Russia are dominated by sanctions. In such a moment of uncertainty and upheaval, the discipline of developing a new strategy is welcome. First and foremost, a new EU foreign and security strategy must be underpinned by the recognition that the driving force in foreign policy is the Member States: it must provide the overarching framework for how Member States can act more collectively, and offer them the political framework to act within and through the EU. A new strategy for the EU must undertake a forthright process of prioritisation, agreed by the Member States. It should set out where the EU should act, and take into account what means it has at its disposal. It must be driven by a sober assessment of the risks facing the Union, its security interests therein and a clear-sighted analysis of the resources the Union can bring to bear.

The European Union's security and defence policy has long been the focus of political scientists and international relations experts. Since the early 2000s, the EU has carried out more than two dozen security and defence missions in Europe, Africa, and Asia. The EU institutions are keen to stress the security dimension of other external policies also, such as development cooperation, and the Lisbon Treaty introduces a more detailed set of rules and procedures which govern the CSDP. This book provides a legal analysis of the Union's CSDP by examining the nexus of its substantive, institutional, and economic dimensions. Taking as its starting point the historical development of security and defence in the context of European integration, it outlines the legal framework created by the rules and procedures introduced by the Treaty of Lisbon. It examines the military operations and civilian missions undertaken by the Union, and looks at the policy context within which they are carried out. Book excerpt: The aim of this study is to examine the extent to which the end of the Cold War led to Europeanisation in the Common Security and Defence Policy (CSDP). The analysis takes into consideration previous studies on Europeanisation and its impact on the transformation of national security and defence, and attempts to account for the development of Europeanisation and related mechanisms. These mechanisms, which have been described as framing mechanisms and negative integration, incorporate all the major relevant factors identified here (i.e. a common Strategic Culture, new security identity, domestic political decision-making, industrial base and defence-spending decline) that contributed to the realisation of the CSDP. The relevance of these factors for CSDP Europeanisation is examined through an historical and empirical analysis, and the relationship between the CSDP and North Atlantic Treaty Organization (NATO) is also explored. This approach facilitates analysis of the debate concerning the emergence of the CSDP and throws light on the political shift that led European Union (EU) leaders to support the CSDP. Another aspect of this study is the empirical examination of the dynamics and limitations of the European defence sector. The changes which took place in this sector facilitated the emergence of the CSDP and are therefore analysed in the light of globalisation issues, economies of scale, economic crises, military autonomy, new security strategy and Research and Development (R&D) impact. This book will be of interest to students of European security, EU politics, defence studies and International Relations.
