Although the gap is closing gradually, the standards of living in WB6 are well below those of the OECD and EU. Accelerating the rate of socio-economic convergence will require a holistic and growth oriented approach to policy making. This is the fourth study of the region (formerly under the title 'Competitiveness in South East Europe') and it comprehensively assesses policy reforms in the WB6 economies across 15 policy areas key to strengthening their competitiveness. It enables WB6 economies to compare economic performance against regional peers, as well as EU-OECD good practices and standards, and to design future policies based on rich evidence and actionable policy recommendations. The regional profile presents assessment findings across five policy clusters crucial to accelerating socio-economic convergence of the WB6 by fostering regional co-operation: business environment, skills, infrastructure and connectivity, digital transformation and greening. Economy-specific profiles complement the regional assessment, offering each WB6 economy an in-depth analysis of their policies supporting competitiveness. They also track the implementation of the previous 2021 study's recommendations and provide additional ones tailored to the economies’ evolving challenges. These recommendations aim to inform structural economic reforms and facilitate the region’s socio-economic convergence towards the standards of the EU and OECD.

At its twenty-fifth session (Geneva, 13-15 November 2019), the UNECE Committee on Environmental Policy selected a limited indicator-based and thematic assessment from among the options for the seventh pan-European environmental assessment. The main objective of the seventh assessment is to provide decision-makers with adequate information to take informed policy decisions at the Ninth Environment for Europe Ministerial Conference (Nicosia, 5-7 October 2022), both on broader environmental issues and trends and on the two conference themes on (a) “Greening the economy in the pan-European region: working towards sustainable infrastructure” and (b) “Applying principles of circular economy to sustainable tourism”. The seventh edition of the pan-European environmental assessment provides an overview of the current state and trends of the environment in Europe and Central Asia based on selected indicators, and of the challenges that are faced. It also provides policy recommendations to UNECE member States. Its release gives an opportunity for tracking progress achieved in meeting global and regional policy goals, including the Sustainable Development Goals and targets, and offers information to enable a societal transition towards more sustainable and circular economies in the face of an alarming planetary change.

The term "sustainability" is commonly associated with a firm’s environmental attentiveness, although there are two other areas in which companies should be sustainable: social, to achieve an adequate relationship and fluid communication with their stakeholders, and economic, to accomplish transparent management and correct distribution of the wealth that is generated. The growing demand for corporate transparency encourages the publication of sustainability or corporate social responsibility (CSR) reports, providing information of a non-financial nature concerning the social and environmental dimensions of business activity, namely relations with local communities, the protection of human rights, corporate governance, and adaptation to climate change. Being no exception, and following the European agenda for sustainability development, several governments have implemented tax measures that promote sustainable consumption and production patterns to reduce energy dependence on external sources and efficiently achieve international targets, among others, within a context of neutrality of the tax system. This is where environmental tax incentives come in, underlying a paradigm shift. The relationship between tax policy and environmental policy is seen by governments as an opportunity to adjust the tax system to a more energy-efficient economy in the use of resources. For instance, green tax incentives motivate investors to invest in green properties, encouraging them to opt for greener solutions. That is, tax incentives should be viewed as a tool to empower taxpayers to change actions that may reduce carbon emissions and contribute to sustainability.
