Book excerpt: The Department of Energy is responsible for selecting a remediation technology to cleanup the Waste Area Group (WAG) 6 site at the Paducah Gaseous Diffusion Plant (PGDP) in Kentucky. WAG 6 is contaminated with an uncertain amount of trichloroethylene (TCE) and technetium-99 (Tc-99). Selecting a remediation technology involves a certain degree of risk because many of these technologies are new or proven only for a specific type of contaminant or a particular set of site conditions. Differences between contaminant type and site conditions are enough to make the performance of a remediation technology uncertain. This research identifies the technological risks of two remediation technologies: Dynamic Underground Stripping (DUS) and In Situ Chemical Oxidation (ISCO). Risk is defined as the likelihood of undesirable events occurring during the implementation of a technology at WAG 6.

Book excerpt: The California Environmental Enterprise (CEE) is a joint program of the Department of Energy (DOE), Lawrence Livermore National Laboratory, Lawrence Berkeley Laboratory, and Sandia National Laboratories. Its goal is to make DOE laboratory expertise accessible to hazardous site cleanups in the state This support might involve working directly with parties responsible for individual cleanups or it might involve working with the California Environmental Protection Agency to develop tools that would be applicable across a broad range of sites. As part of its initial year's activities, the CEE supported a review to examine where laboratory risk and risk-based systems analysis capabilities might be most effectively applied. To this end, this study draws the following observations. The labs have a clear role in analyses supporting the demonstration and transfer of laboratory characterization or remediation technologies. The labs may have opportunities in developing broadly applicable analysis tools and computer codes for problems such as site characterization or efficient management of resources. Analysis at individual sites, separate from supporting lab technologies or prototyping general tools, may be appropriate only in limited circumstances. In any of these roles, the labs' capabilities extend beyond health risk assessment to the broader areas of risk management and risk-based systems analysis.

Book excerpt: The primary purpose of systems engineering is to organize information and knowledge to assist those who manage, direct, and control the planning, development, production, and operation of the systems necessary to accomplish a given mission. However, this purpose can be compromised or defeated if information production and organization becomes an end unto itself. Systems engineering was developed to help resolve the engineering problems that are encountered when attempting to develop and implement large and complex engineering projects. It depends upon integrated program planning and development, disciplined and consistent allocation and control of design and development requirements and functions, and systems analysis. The key thesis of this report is that proper application of systems analysis and systems engineering will improve the management of tank wastes at the Hanford Site significantly, thereby leading to reduced life cycle costs for remediation and more effective risk reduction. The committee recognizes that evidence for cost savings from application of systems engineering has not been demonstrated yet.

Book excerpt: The Department of Energy is in the process of conducting a Remedial Investigation/Feasibility Study for a site contaminated with Dense Non-Aqueous Phase Liquid (DNAPL) pollutants at their Paducah Kentucky facility. A major part of this effort is the screening of alternative technologies. This thesis effort focuses on acquiring insight into a number of remediation technology trains that are candidates for the Paducah site. This insight is used to recommend and justify the screening of candidate technology trains. The research makes use of two decision analysis models (one is deterministic, the other is probabilistic) built to provide a quantitative assessment of the candidate technology trains. Dominance considerations and multi-attribute utility theory are utilized to make the quantitative assessments and to gain insight into each candidate technology train. The results of the analysis provide the DOE with a rational justification for screening 55 of the 58 candidate technology trains from further consideration. This represents a 95% reduction in the number of technology trains that are under consideration for remediating the Paducah site.

This research utilizes value focused thinking and multi attribute preference theory concepts to produce a decision analysis model designed to aid the decision makers in their section process. The model is based on CERCLA's five primary balancing criteria, tailored specifically to WAG 6 and the contaminants of concern, utilizes expert opinion and the best available engineering, cost, and performance data, and accounts for uncertainty in contaminant volume. The model ranks 23 remediation technologies (trains) in their ability to achieve the CERCLA criteria at various contaminant volumes. A sensitivity analysis is performed to examine the effects of changes in expert opinion and uncertainty in volume. Further analysis reveals how uncertainty is expected to affect technology cost, time and ability to meet the CERCLA criteria. The model provides the decision makers with a CERCLA based decision analysis methodology that is objective, traceable, and robust to support the WAG 6 Feasibility Study. In addition, the model can be adjusted to address other DOE contaminated sites.

Book excerpt: It is now becoming clear that relatively few U.S. Department of Energy (DOE) waste sites will be cleaned up to the point where they can be released for unrestricted use. "Long-term stewardship" (activities to protect human health and the environment from hazards that may remain at its sites after cessation of remediation) will be required for over 100 of the 144 waste sites under DOE control (U.S. Department of Energy, 1999). After stabilizing wastes that remain on site and containing them as well as is feasible, DOE intends to rely on stewardship for as long as hazards persistâ€"in many cases, indefinitely. Physical containment barriers, the management systems upon which their long-term reliability depends, and institutional controls intended to prevent exposure of people and the environment to the remaining site hazards, will have to be maintained at some DOE sites for an indefinite period of time. The Committee on Remediation of Buried and Tank Wastes finds that much regarding DOE's intended reliance on long-term stewardship is at this point problematic. The details of long-term stewardship planning are yet to be specified, the adequacy of funding is not assured, and there is no convincing evidence that institutional controls and other stewardship measures are reliable over the long term. Scientific understanding of the factors that govern the long-term behavior of residual contaminants in the environment is not adequate. Yet, the likelihood that institutional management measures will fail at some point is relatively high, underscoring the need to assure that decisions made in the near term are based on the best available science. Improving institutional capabilities can be expected to be every bit as difficult as improving scientific and technical ones, but without improved understanding of why and how institutions succeed and fail, the follow-through necessary to assure that long-term stewardship remains effective cannot reliably be counted on to occur. Long-Term Institutional Management of U.S. Department of Energy Legacy Waste Sites examines the capabilities and limitations of the scientific, technical, and human and institutional systems that compose the measures that DOE expects to put into place at potentially hazardous, residually contaminated sites.

Book excerpt: This study applies multi-attribute utility theory to the DOE's problem of selecting the least risky technologies to develop. It focuses on two aspects of the technical risks involved with emerging technologies: the risk of successful development (measured by the likelihood of successful R&D completion within seven years) and the risk of successful implementation in the field (measured by the likelihood of the technology performing as anticipated). Three experienced contractors working with the Landfill Stabilization Focus Area served in the roles of DOE technology managers. Their preferences, expressed as MAUT utility functions, were assessed for all seven functional remediation processes. These utilities are plotted as three-dimensional surfaces over a plane formed by the two technical risk measures, graphically depicting the trade-offs each 'decision maker' felt was appropriate between the two measures. Their utility surfaces for treatment technologies were then used with a set often treatment methods for which expert estimates of the two risk measures were available. The resulting rankings of technologies are analyzed to examine the suitability of the methodology. Recommendations for the use of this approach with real DOE managers are presented.
