Book excerpt: As world trade is growing at a rapid rate particularly between 1980 and 2002, world trade has grown more than tripled than the world output. This growth indicates the contribution from the developed and developing countries like Germany, China, Japan, US, Singapore, India and Mexico measured by World trade organization. There has been an increasing integration of the world economy through the increase of International trade whether it is through Multilateral Trading system or Regional trading arrangements. India's contribution to world trade has also increased from 0.8% in 2003 to 1.95 % in 2011 reported by World Trade Organization. This happens, when India moved from inward-looking growth towards the market-oriented growth. The growth in trade is due to many factors which strengthen India's trade and its trade policies in front of many other developed and developing countries. The structure of the paper is as follows: the first part elaborates the determinants of enlarged world trade in the last two decades. Second part focuses on India's trade policy before and after 1991. Third part analysed and compared the DGCI&S data on India's First 5 Product Groups and First 5 Countries (5x5 Matrix) Matrix of Export and Import for the year 2001 and 2011. The study specify that India is moving towards more sustainable and established partners like China, UAE and Singapore and commodity basket is also shifting from an inter-industry trade towards intra-industry trade due to the changing nature and increasing scale of world trade.

This shift enabled an unprecedented economic convergence: poor countries grew rapidly and began to catch up with richer countries. Since the 2008 global financial crisis, however, the growth of trade has been sluggish and the expansion of GVCs has stalled. Meanwhile, serious threats have emerged to the model of trade-led growth. New technologies could draw production closer to the consumer and reduce the demand for labor. And trade conflicts among large countries could lead to a retrenchment or a segmentation of GVCs. World Development Report 2020: Trading for Development in the Age of Global Value Chains examines whether there is still a path to development through GVCs and trade. It concludes that technological change is, at this stage, more a boon than a curse. GVCs can continue to boost growth, create better jobs, and reduce poverty provided that developing countries implement deeper reforms to promote GVC participation; industrial countries pursue open, predictable policies; and all countries revive multilateral cooperation.

This book examines the impact of the COVID-19 pandemic on GVCs and explores whether they can continue to be a driver of trade and development. The report reviews previous crises and what these tell us about the resilience of GVC firms to shocks. It examines the observed impact of COVID-19 on trade during the sharp global recession of 2020. It summarizes discussions with GVC firms on the impacts of, and their responses to, the COVID shock. GVCs showed surprising resilience, but the rapid recovery raised new issues with supply chains. The book then explores simulations from a global economic model of the potential longer-term impacts of COVID-19 on developing countries and other key factors shaping the global economy, including the evolving role of China, increasing trade restrictions and policy responses to global warming. The analysis shows that while there are risks associated with GVCs, especially those concentrated around key nodes and where opportunities to find alternative suppliers or buyers are limited, there are mechanisms by which GVCs maintain trade relationships during a crisis, paving the way for a strong trade-led recovery. Measures are identified that can enhance the resilience of GVCs in low-income countries. This report finds that policies that maintain and enhance trade can contribute toward crisis management and recovery. Attempts to reshore production would make all countries worse off, including those that implement them, and could drive 52 million people, mainly in Africa, into extreme poverty. Measures to meet climate change commitments will have more profound impacts, leading to a shift away from carbon-intensive GVCs, while new opportunities for trade will arise in GVCs that are less carbon intensive.

First, China's export structure changed dramatically, with growing export shares in electronics and machinery and a decline in agriculture and apparel. Second, despite the shift into these more sophisticated products, the skill content of China's manufacturing exports remained unchanged, once processing trade is excluded. Third, export growth was accompanied by increasing specialization and was mainly accounted for by high export growth of existing products (the intensive margin) rather than in new varieties (the extensive margin). Fourth, consistent with an increased world supply of existing varieties, China's export prices to the United States fell by an average of 1.5 percent per year between 1997 and 2005, while export prices of these products from the rest of the world to the United States increased by 0.4 percent annually over the same period.
