Book excerpt: An argument that resource scarcity and environmental degradation can provide an impetus for cooperation among countries. Common wisdom holds that the earth's dwindling natural resources and increasing environmental degradation will inevitably lead to inter-state conflict, and possibly even set off “resource wars.” Many scholars and policymakers have considered the environmental roots of violent conflict and instability, but little attention has been paid to the idea that scarcity and degradation may actually play a role in fostering inter-state cooperation. Beyond Resource Wars fills this gap, offering a different perspective on the links between environmental problems and inter-state conflict. Although the contributors do not deny that resource scarcity and environmental degradation may become sources of contention, they argue that these conditions also provide the impetus for cooperation, coordination, and negotiation between states. The book examines aspects of environmental conflict and cooperation in detail, across a number of natural resources and issues including oil, water, climate change, ocean pollution, and biodiversity conservation. The contributors argue that increasing scarcity and degradation generally induce cooperation across states, but when conditions worsen (and a problem becomes too costly or a resource becomes too scarce), cooperation becomes more difficult. Similarly, low levels of scarcity may discourage cooperation because problems seem less urgent. With contributions from scholars in international relations, economics, and political science, Beyond Resource Wars offers a comprehensive and robust investigation of the links among scarcity, environmental degradation, cooperation, and conflict.

Book excerpt: The rising global demand for metals in a context of declining ore grades is driving the opening of new mines and the expansion of existing ones, disturbing substantial land areas (especially by open pits). However, how much land is currently disturbed globally? How much land could be disturbed by metal mining in 2050? This study investigates the global area disturbed by mining of iron, bauxite, copper, gold, and silver for the first time. The first part consists of the calculation of the specific land requirements, i.e. the area newly disturbed caused by the ore extraction at the mine site. The second part addresses the global area disturbed in the year 2011 whereas the third presents scenarios of how such area might evolve until 2050. The last part addresses the current and future pressures on global biodiversity by metal mines and shows possibilities for the future opening of new mines in low biodiversity areas, alleviating pressures in high biodiversity ones. This study presents the findings of the author´s dissertation hoping they are used as a frame to develop policies and incentives to reduce the amount of area directly disturbed by mines and their pressures on biodiversity.

In this regard the true definition of 'sustainability' is a debating point in itself: can such a concept exist with respect to non-renewable resources? Perhaps the ideal sustainability model is one that minimizes negative environmental impact and maximizes benefits to society, the economy and regional/national development. Developed and near-developed economies rely for commodity supplies on developing countries where major mining operations are often a mainstay of the domestic economy. Limited environmental regulation and low wages lead to charges of exploitation. Also, large numbers of people have no alternative to living by informal, often dangerous, 'artisanal' mining. This Special Publication gives examples from developing countries from all scales of mineral extraction. The volume reviews environmental, economic, health and social problems and highlights the need to solve these before sustainability can be achieved. The better solutions require mutual understanding, through full involvement of all stakeholders, education, training and investment so that small-scale and artisanal mines can grow into well-managed operations. At larger scales, most major international mining companies have now improved their practices and are monitoring their progress, although there is no room for complacency in this rapidly changing area.
