Book excerpt: "Within the Department of HomelandSecurity (DHS), the TransportationSecurity Administration (TSA)manages several credentialingprograms, which include backgroundchecking (known as Security ThreatAssessments) and issuing credentialsto transportation workers requiringunescorted access to the nation'stransportation facilities. The number ofTSA programs and their potential forredundancy with state and localgovernment programs has raisedquestions about these credentialingprograms. In response to a mandate inthe Coast Guard Authorization Act of2010, GAO examined TSAcredentialing programs to identify (1)the roles and responsibilities of federaland nonfederal government entitiesrelated to TSA's transportation workercredentialing programs and how theycompare, and (2) any key challengesTSA faced in ensuring theeffectiveness of its credentialingprograms. GAO reviewed programdocumentation, such as programprocesses, and conducted structuredinterviews with selected airports, portauthorities, and state agencies. GAOselected nonfederal governmententities based on volume ofpassengers, truckers, and cargo."
