The purpose of this report is to explore the recent past and current status of collaboration tools use in order to provide recommendations for the future with respect to crisis reaction. In other words, what are the best webbased tools to support small team interaction and work when team members cannot reside in the same physical workspace? Two methods, ad hoc research and systematic document search, were used to identify commercial and proprietary collaboration tools that deserve review and consideration for military and government crisis response. In this report we report on 64 collaboration technologies and tools, 37 in use by the United States (U.S.) Military and Government. The collaborative technologies and tools are grouped into three categories: (a) Modern collaboration technologies for the design, development, or enhancement of collaboration tools, (b) collaboration tools being used in the military or government, and (c) collaboration tools recommended for consideration by the military or government for crisis response. The identified tools or technologies are described in terms of capabilities and are analyzed for potential to improve collaboration for crisis actions teams.

Book excerpt: To aid research in crisis management, we reviewed the literature pertaining to synchronous, non-collocated, cross-organizational, time-sensitive collaboration. We examined the theoretical constructs that researchers have proposed for collaborative systems and determined that several of these, such as common ground and awareness theory, have particular applicability to crisis management. We reviewed collaboration models that were developed to provide frameworks for understanding the multiple facets of technological support to group work. Because teams normally need to come to a common understanding of the situation and the relevant decisions, we examined research in team awareness, sensemaking and decision-making. Types of group tasks affect technology use and adoption, so we considered the literature surrounding these topics, as well, before turning to case studies of new collaboration technologies. We end with our assessment of the findings most relevant to developing new crisis management collaboration approaches, including procedures, needed functionality, and candidate capabilities.

During crisis action planning, diverse staff elements must agree on a number of details for a successful plan to come together. As part of that process, staff elements must work together to assess the mission, evaluate the threat, review the forces available, and provide reasonable courses of action for the commander. Staff elements must complete several reports and briefs as a team. They collaborate together to produce mission orders, decision briefs, and several other written and graphical tools used to conduct crisis action planning under the Joint Operation Planning and Execution System (JOPES). Computer software has been developed in recent years aimed at the collaborative planning market. Most have been very expensive, and their complexity is probably beyond the average military staff officer, who usually serve positions for only one to three years before moving on to other jobs. Additionally, such unique, special purpose software may not be widely accepted throughout the military, will require additional training for users, and dedicated management by systems personnel. The software maker Microsoft has announced the pending release of the latest version of their Office Suite. Known as Microsoft Office 2000, the product promises to bring several collaborative planning tools to users. This monograph examines the data sharing needs of crisis action planners, and considers the ability of the commercial software product Microsoft Office 2000 to meet those needs. Microsoft Office 2000 does offer significant collaboration tools for military planners. Most useful to the military will be the ability of average users to post and update web pages without specialized training. This will enable planning teams to use the web to share their documents with a wide audience.
