Book excerpt: The Department of Energy's Environmental Management Program (DOEEM) is one of the largest environmental clean up efforts in world history. The EM division charged with developing or finding technologies to accomplish this massive task, its Office of Science and Technology (OST), has been reviewed extensively, including six reports from committees of the National Research Council's (NRC's) Board on Radioactive Waste Management (BRWM) that have been released since December 1998. These committees examined different components of OST's technology development program, including its decision-making and peer review processes and its efforts to develop technologies in the areas of decontamination and decommissioning, waste forms for mixed waste, tank waste, and subsurface contamination. Gerald Boyd, head of OST, asked the Board on Radioactive Waste Management (BRWM) to summarize the major findings and recommendations of the six reports and synthesize any common issues into a number of overarching recommendations.

Book excerpt: A literature review of the existing rules, regulations, and guidelines pertaining to the decontamination and decommissioning of nuclear facilities has been updated. Included in the survey are US Government documents, national (industrial) standards, international standards and guidelines, and the regulations issued by various national governments, such as the United Kingdom, Canada, and Germany. The Department of Energy (DOE) complex contains within it almost 1,000 nuclear facilities which will require decommissioning in the coming years. This action will entail activities in many different areas, one of which will involve the development of the basic safety principles to be applied to the process as a whole. These principles will be used to guide personnel in the development of safety assessment procedures for decontamination and decommissioning (D and D) activities and in conducting safety assessments of such activities at the facilities themselves. The present report represents an updating of the original report. It retains all the information that appeared in the original report with the new material integrated into the applicable sections. Future revisions will be made as additional information becomes available.

In 1995, Congress chartered DOE's Environmental Management Science Program (EMSP) to bring the nation's scientific infrastructure to bear on EM's most difficult, long-term cleanup challenges. The EMSP provides grants to investigators in industry, national laboratories, and universities to undertake research that may help address these cleanup challenges. On several occasions the EMSP has asked the National Academies for advice on developing its research agenda. This report resulted from a 15-month study by an Academies committee on long-term research needs for deactivation and decommissioning (D&D) at DOE sites.

Book excerpt: An integrated risk-based approach has been developed to address the human health risks of radiological and chemical releases from potential facility accidents in support of the U.S. Department of Energy (DOE) Environmental Restoration and Waste Management (EM) Programmatic Environmental Impact Statement (PEIS). Accordingly, the facility accident analysis has been developed to allow risk-based comparisons of EM PEIS strategies for consolidating the storage and treatment of wastes at different sites throughout the country. The analysis has also been developed in accordance with the latest DOE guidance by considering the spectrum of accident scenarios that could occur in implementing the various actions evaluated in the EM PEIS. The individual waste storage and treatment operations and inventories at each site are specified by the functional requirements defined for each waste management alternative to be evaluated. For each alternative, the accident analysis determines the risk-dominant accident sequences and derives the source terms from the associated releases. This information is then used to perform health effects and risk calculations that are used to evaluate the various alternatives.

Book excerpt: The objective of this survey was to select an appropriate technology for in situ decontamination of equipment interiors as part of the decommissioning of U.S. Department of Energy nuclear facilities. This selection depends on knowledge of existing chemical decontamination methods. This report provides an up-to-date review of chemical decontamination methods. According to available information, aqueous systems are probably the most universally used method for decontaminating and cleaning metal surfaces. We have subdivided the technologies, on the basis of the types of chemical solvents, into acid, alkaline permanganate, highly oxidizing, peroxide, and miscellaneous systems. Two miscellaneous chemical decontamination methods (electrochemical processes and foam and gel systems) are also described. A concise technical description of various processes is given, and the report also outlines technical considerations in the choice of technologies, including decontamination effectiveness, waste handing, fields of application, and the advantages and limitations in application. On the basis of this survey, six processes were identified for further evaluation. 144 refs., 2 tabs.

Book excerpt: In 1979 the US Department of Energy (DOE) established the Remedial Action Program Information Center (RAPIC) at the Oak Ridge National Laboratory to provide technical information support to the Surplus Facilities Management Program, DOE's national decommissioning and decontamination (D and D) program which is managed by DOE's Richland Operations Office and UNC Nuclear Industries, Inc., and to the other DOE remedial action programs. Specific information activities that RAPIC performs to support the DOE's programs and the D and D community include: maintaining a computerized bibliographic database containing about 4500 annotated citations (about 2000 on D and D) and a database of 1800 contacts involved with remedial action work at radioactively contaminated sites; publishing an annual bibliography, ''Nuclear Facility Decommissioning and Site Remedial Actions, A Selected Bibliography, '' ORNL/EIS-154 (six volumes published); maintaining a document repository and providing copies of requested publications; and performing manual and computerized searches of the technical literature. The most significant RAPIC function is serving as a focal point for D and D information. With the extensive resources at its command, RAPIC is in a unique position to provide a comprehensive information base to the D and D community. DOE makes these services available to foster good public relations and promote cooperation and information exchange.

Book excerpt: During the past seven years, four research reactors at Oak Ridge National Laboratory (ORNL) have been shut down by the US Department of Energy (DOE) because of a lack of funding and mission. Before the reactors are eligible to receive DOE funding for decontamination and decommissioning (D and D), certain preparations are required, including resolution of significant environmental concerns. This paper describes the results of the D and D preparations for one of these four reactors, the Oak Ridge Research Reactor (ORR), with the emphasis on the environmental aspects. The three tasks that must be completed before a facility can be transferred to the D and D program are: Completion of environmental compliance, industrial safety, and radiological reviews; Removal of all spent fuel and nuclear material; and Assurance that buildings and support systems are structurally sound so as to permit deferred final decommissioning for up to five years.
