Download or read book Acquisition Management in the U S Air Force and Its Predecessors written by Lawrence R. Benson and published by DIANE Publishing. This book was released on 2008-05 with total page 64 pages. Available in PDF, EPUB and Kindle. Book excerpt: In its first 50 years as an independent armed service, the U.S. Air Force (USAF) has fostered science & technology & -- in partnership with the private sector -- developed & produced the complex tools of aerospace power that helped the Free World prevail in the Cold War. The foundation for these extraordinary achievements was laid in the 40 years before the USAF separated from the U.S. Army in 1947. This document tells the story of how the air components of the Army & then the USAF organized & managed the activities required to get aircraft & other weapon systems from the drawing board to the flightline or the launch pad. This study is the first overall historical synopsis of the service¿s acquisition structure. Illustrations.

Book Optimizing U S Air Force and Department of Defense Review of Air Force Acquisition Programs

Download or read book Optimizing U S Air Force and Department of Defense Review of Air Force Acquisition Programs written by National Research Council and published by National Academies Press. This book was released on 2009-07-29 with total page 122 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Department of Defense (DOD) spends over $300 billion each year to develop, produce, field and sustain weapons systems (the U.S. Air Force over $100 billion per year). DOD and Air Force acquisitions programs often experience large cost overruns and schedule delays leading to a loss in confidence in the defense acquisition system and the people who work in it. Part of the DOD and Air Force response to these problems has been to increase the number of program and technical reviews that acquisition programs must undergo. This book looks specifically at the reviews that U.S. Air Force acquisition programs are required to undergo and poses a key question: Can changes in the number, content, or sequence of reviews help Air Force program managers more successfully execute their programs? This book concludes that, unless they do it better than they are now, Air Force and DOD attempts to address poor acquisition program performance with additional reviews will fail. This book makes five recommendations that together form a gold standard for conduct of reviews and if implemented and rigorously managed by Air Force and DOD acquisition executives can increase review effectiveness and efficiency. The bottom line is to help program managers successfully execute their programs.

Book Evaluation of U S Air Force Preacquisition Technology Development

Download or read book Evaluation of U S Air Force Preacquisition Technology Development written by National Research Council and published by National Academies Press. This book was released on 2011-03-01 with total page 154 pages. Available in PDF, EPUB and Kindle. Book excerpt: From the days of biplanes and open cockpits, the air forces of the United States have relied on the mastery of technology. From design to operation, a project can stretch to 20 years and more, with continuous increases in cost. Much of the delay and cost growth afflicting modern United States Air Force (USAF) programs is rooted in the incorporation of advanced technology into major systems acquisition. Leaders in the Air Force responsible for science and technology and acquisition are trying to determine the optimal way to utilize existing policies, processes, and resources to properly document and execute pre-program of record technology development efforts, including opportunities to facilitate the rapid acquisition of revolutionary capabilities and the more deliberate acquisition of evolutionary capabilities. Evaluation of U.S. Air Force Preacquisition Technology Development responds to this need with an examination of the current state of Air Force technology development and the environment in which technology is acquired. The book considers best practices from both government and industry to distill appropriate recommendations that can be implemented within the USAF.

Book Optimizing the Air Force Acquisition Strategy of Secure and Reliable Electronic Components

Download or read book Optimizing the Air Force Acquisition Strategy of Secure and Reliable Electronic Components written by National Academies of Sciences, Engineering, and Medicine and published by National Academies Press. This book was released on 2016-09-12 with total page 63 pages. Available in PDF, EPUB and Kindle. Book excerpt: In 2012, the National Defense Authorization Act (NDAA), section 818, outlined new requirements for industry to serve as the lead in averting counterfeits in the defense supply chain. Subsequently, the House Armed Services Committee, in its report on the Fiscal Year 2016 NDAA, noted that the pending sale of IBM's microprocessor fabrication facilities to Global Foundries created uncertainty about future access of the United States to trusted state-of-the-art microelectronic components and directed the Comptroller General to assess the Department of Defense's (DoD's) actions and measures to address this threat. In this context, the National Academies of Sciences, Engineering, and Medicine convened a workshop to facilitate an open dialogue with leading industry, academic, and government experts to (1) define the current technological and policy challenges with maintaining a reliable and secure source of microelectronic components; (2) review the current state of acquisition processes within the Air Force for acquiring reliable and secure microelectronic components; and (3) explore options for possible business models within the national security complex that would be relevant for the Air Force acquisition community. This publication summarizes the results of the workshop.

Book Procurement An Assessment of the Air Force s F 16 Aircraft Multiyear Contract

Download or read book Procurement An Assessment of the Air Force s F 16 Aircraft Multiyear Contract written by GENERAL ACCOUNTING OFFICE WASHINGTON DC NATIONAL SECURITY AND INTERNATIONAL AFFAIRS DIV. and published by . This book was released on 1986 with total page 22 pages. Available in PDF, EPUB and Kindle. Book excerpt: Our objectives were to: analyze the claimed benefits/savings to the government, and review the effects on the multiyear contract, if any, of foreign military sales and additional aircraft added by the Congress to the Department of Defense's fiscal year 1984 budget request. We reviewed the multiyear contract; the contractor's multiyear and annual price proposals, cost data, and procurement records; and the Air Force's cost data and procurement records. We interviewed contractor and F-16 program officials as well as Defense officials who are knowledgeable about the F-16 multiyear contract. We also interviewed officials and reviewed documents prepared by officials at the Pricing Directorate, Aeronautical Systems Division, and Defense Contract Audit Agency, Fort Worth, Tex. To test the accuracy and reasonableness of the Air Force's savings estimate contained in its justification package, we traced the estimate to contractor proposal data and verified the Air Force's calculations which showed $246 million in savings. Once the Congress approved a multiyear contract, the Air Force requested and received only a multiyear proposal. In addition, the assumptions used to prepare this proposal differed for the contractor's original proposal.

Book Aging Avionics in Military Aircraft

Download or read book Aging Avionics in Military Aircraft written by National Research Council and published by National Academies Press. This book was released on 2001-05-07 with total page 77 pages. Available in PDF, EPUB and Kindle. Book excerpt: Extending the life of an airframe has proven challenging and costly. Extending the life of an avionics system, however, is one of the most critical and difficult aspects of extending total aircraft system lifetimes. Critical components go out of production or become obsolete, and many former suppliers of military-grade components have gone out of business. From 1986 to 1996, for example, the percentage of discontinued military/aerospace electronic devices nearly doubledâ€"from 7.5 percent to 13.5 percent. In addition, legacy avionics systems, which were designed to meet requirements of the past, generally lack the full capability to perform new missions, meet new threats, or perform well in the new information-intensive battlefield environments. As the legacy aircraft fleet ages, avionics systems will become more and more difficult to support and maintain. Whereas the military once provided a large and profitable market for the electronics industry, the military electronics market today constitutes less than 1 percent of the commercial market. As a result, the military must increasingly rely on commercial off-the-shelf (COTS) technologies for its avionics hardware and software. Although COTS items are generally less expensive than comparable items designed especially to meet military specifications, the technology-refresh cycle for COTS is typically 18 months or less, which exacerbates the obsolescence problem for aircraft whose lifetimes are measured in decades. The short refresh cycle is driven mostly by the tremendous advances in computer systems, which comprise an increasing percentage of avionics content. In response to a request by the Assistant Secretary of the Air Force for Acquisition, the National Research Council convened the Committee on Aging Avionics in Military Aircraft, under the auspices of the Air Force Science and Technology Board, to conduct this study. This report summarizes the following: Gather information from DoD, other government agencies, and industrial sources on the status of, and issues surrounding, the aging avionics problem. This should include briefings from and discussions with senior industry executives and military acquisition and support personnel. A part of this activity should include a review of Air Force Materiel Command's study on diminishing manufacturing sources to recommend ways to mitigate avionics obsolescence. Provide recommendations for new approaches and innovative techniques to improve management of aging avionics, with the goal of helping the Air Force to enhance supportability and replacement of aging and obsolescing avionics and minimize associated life cycle costs. Comment on the division of technology responsibility between DoD and industry.
