Congress requested this review of NASA's aviation safety-related research programs, seeking an assessment of whether the programs have well-defined, prioritized, and appropriate research objectives; whether resources have been allocated appropriately among these objectives; whether the programs are well coordinated with the safety research programs of the Federal Aviation Administration; and whether suitable mechanisms are in place for transitioning the research results into operational technologies and procedures and certification activities in a timely manner. Advancing Aeronautical Safety contains findings and recommendations with respect to each of the main aspects of the review sought by Congress. These findings indicate that NASA's aeronautics research enterprise has made, and continues to make, valuable contributions to aviation system safety but it is falling short and needs improvement in some key respects.

Book excerpt: The Federal Aviation Administration (FAA) is currently undertaking a broad program known as Next Generation Air Transportation System (NextGen) to develop, introduce, and certify new technologies into the National Airspace System. NextGen is a fundamentally transformative change that is being implemented incrementally over a period of many years. Currently, the FAA is putting into place the foundation that provides support for the future building blocks of a fully operational NextGen. NextGen is a challenging undertaking that includes ground systems, avionics installed in a wide range of aircraft, and procedures to take advantage of the new technology. Transformation in the Air assesses the FAA's plan for research on methods and procedures to improve both confidence in and the timeliness of certification of new technologies for their introduction into the National Airspace System. This report makes recommendations to include both ground and air elements and document the plan's relationship to the other activities and procedures required for certification and implementation into the National Airspace System.

Book excerpt: The National Research Council (NRC) of the National Academies was asked by NASA and the Office of Management and Budget to perform an assessment of NASA's Aerospace Technology Enterprise. The first such review, which began in early 2002, examined Pioneering Revolutionary Technology (now known as Mission and Science Measurement Technology). The assessment presented here, of the Aeronautics Technology Programs, began in early 2003 and is the second in the review series. The Aeronautics Technology Programs has three components: the Vehicle Systems Program, the Airspace Systems Program, and the Aviation Safety Program. To conduct this review, the NRC established three panels, one for each of the component programs. The NRC also established a parent committee, consisting of the chairman and a subset of members from each panel. The committee and panels comprised a cross-section of experts from industry, academia, and government and included senior-level managers and researchers in the aeronautics field. Biographical information on the committee and panel members is found in Appendix A. Review of NASA's Aerospace Technology Enterprise: An Assessment of NASA's Aeronautics Technology Programs contains the committee's assessment of the Aeronautics Technology Programs. Chapter 1 presents a top-level assessment, and Chapters 2 through 4 provide the assessments of the Vehicle Systems Program, the Airspace Systems Program, and the Aviation Safety Program, respectively.

Book excerpt: The X-31 Enhanced Fighter Maneuverability Demonstrator was unique among experimental aircraft. A joint effort of the United States and Germany, the X-31 was the only X-plane to be designed, manufactured, and flight tested as an international collaboration. It was also the only X-plane to support two separate test programs conducted years apart, one administered largely by NASA and the other by the U.S. Navy, as well as the first X-plane ever to perform at the Paris Air Show. Flying Beyond the Stall begins by describing the government agencies and private-sector industries involved in the X-31 program, the genesis of the supermaneuverability concept and its initial design breakthroughs, design and fabrication of two test airframes, preparation for the X-31's first flight, and the first flights of Ship #1 and Ship #2. Subsequent chapters discuss envelope expansion, handling qualities (especially at high angles of attack), and flight with vectored thrust. The book then turns to the program's move to NASA's Dryden Flight Research Center and actual flight test data. Additional tasking, such as helmet-mounted display evaluations, handling quality studies, aerodynamic parameter estimation, and a "tailless" study are also discussed.The book describes how, in the aftermath of a disastrous accident with Ship #1 in 1995, Ship #2 was prepared for its outstanding participation in the Paris Air Show. The aircraft was then shipped back to Edwards AFB and put into storage until the late 1990s, when it was refurbished for participation in the U. S. Navy's VECTOR program. The book ends with a comprehensive discussion of lessons learned and includes an Appendix containing detailed information.
