Book excerpt: This edition of the "Yearbook on Human Rights in Developing Countries" focuses on government policy with regard to the relationship between human rights and development in Austria, Denmark, the Netherlands and Norway. These thematic studies make a contribution to the discussion on the role of human rights in development policy in what are termed like-minded countries. The "Yearbook" also contains eight country reports which assess human rights trends in countries in the South, covering civil and political as well as economic, social and cultural rights during the period 1992-1994. The reports have a common structure, allowing comparisons between countries. Reports appear on Bangladesh, Botswana, the Philippines and Sudan, which were last covered in the 1990 "Yearbook," and Nicaragua and Surinam, last covered in the 1991 "Yearbook," Colombia and Nigeria are reported on for the first time. The "Yearbook on Human Rights in Developing Countries" is a joint project of the Chr. Michelsen Institute, Bergen, the Norwegian Institute of Human Rights, Oslo, the Raoul Wallenberg Institute of Human Rights and Humanitarian Law, Lund, the Ludwig Boltzmann Institute of Human Rights (BIM), Vienna, and the Netherlands Institute of Human Rights (SIM), Utrecht.

Although the opposition had become successful due to a strategic alliance between the seven parliamentary parties and the Maoist rebels, civil society was catapulted into prominence during the historic protests as a result of national and international activities in opposition to the king's government. This process offers new insights into the role of civil society in the developing world. By focusing on the momentous events of the nineteen-day general strike from April 6-24, 2006, that brought down the 400-year-old Nepali royal dynasty, the study highlights the implications of civil society action within the larger political arena involving conventional actors such as political parties, trade unions, armed revels, and foreign actors. he detailed examination of civil society's involvement in Nepali regime change sheds light on four important themes in the study of civil society. The first relates to a clear distinction between civil society as a spontaneous philosophical and associational form in the West and its mimetic articulation in the developing. The second addresses the nature of the relationship between civil society and political society and the way the former generates its moral authority and efficacy based on claims to universal reason, knowledge, and techniques of polymorphous power. The third theme explores the connection between the ideological and material basis of civil society and distinguishes between its autonomous Western origin and the recent growth in the developing world. Finally, civil society is examined in the international area: the example of Nepal reveals ways in which civil societies in the developing world are burgeoning as alternative policy instruments in interstate relations"--P. Book excerpt: Development patterns, increasing population pressure, and the demand for better livelihoods in many parts of the globe all contribute to a steadily deepening global water crisis. Development redirects, consumes, and pollutes water. It also causes changes in the state of natural water reservoirs, directly by draining aquifers and indirectly by melting glaciers and the polar ice caps. Maintaining a sustainable relationship between water and development requires that current needs be balanced against the needs of future generations. The development community has transformed and broadened its approach to water since the 1980s. As stresses on the quality and availability of water have increased, donors have begun to move toward more comprehensive approaches that seek to integrate water into development in other sectors. This evaluation examines the full scope of the World Bank s lending and grant support for water activities. More than 30 background papers prepared for the evaluation have analyzed Bank lending by thematic area and by activity type. IDA and IBRD (the Bank) have supported countries in many water-related sectors. The evaluation, by definition, is retrospective, but it identifies changes that will be necessary going forward, including those related to strengthening institutions and increasing financial sustainability. Lessons and results from nearly 2,000 loans and credits, and work with 142 countries are identified.

This book summarizes experiences to date on the extent and nature of decentralization and its outcomes - most of which suggest an underperformance of governance reforms - and explores the viability of different governance instruments in the context of weak governance and expanding commercial pressures over forests. Findings are grouped into two thematic areas: decentralization, livelihoods and sustainable forest management; and international trade, finance and forest sector governance reforms. The authors examine diverse forces shaping the forest sector, including the theory and practice of decentralization, usurpation of authority, corruption and illegality, inequitable patterns of benefits capture and expansion of international trade in timber and carbon credits, and discuss related outcomes on livelihoods, forest condition and equity.
