Book excerpt: In response to problems with the current British Columbia Forest Practices Code, the Minister of Forests has made a commitment to introduce a new, more workable Code based on end results rather than processes. To meet this goal, the government has implemented a consultation process to solicit input on a detailed, results-based Code. This brief, written by a professional forester, comments on the discussion paper sent out by the government for public review & input. The author begins with a critique of three main weaknesses of the discussion paper, then introduces a conceptual framework within which meaningful regulations & guidelines can be developed. Elements of the framework are context, natural resources, forest practices, legislative purpose, values (environmental, economic, ethical), management principles, and new era commitments. The brief concludes with a list of questions to be asked by concerned citizens in order to determine their confidence in the results-based code.
