Book excerpt: The degree to which prevailing land tenure arrangements in sub-Saharan Africa constrain efficiency and agricultural productivity are still not determined. This paper examines the sources of economic efficiency (inefficiency) of alternative land tenure arrangements in Ethiopia using stochastic frontier production function. The results show that sharecropped and borrowed land are technically less efficient than owner-cultivated or fixed rental land due to restrictions imposed on them by landowners and the interactions of land market with other imperfect and absent input markets. Thus, a policy has to be drawn to facilitate more efficient transactions of land between farmers and to minimise inefficiencies associated with these tenure systems.

This book scrutinizes the rural development of Arssi by focusing on the Swedish supported experimental venture known as the Chilalo Agricultural Development Unit (CADU) and later as the Arssi Rural Development Unit (ARDU). Ketebo Abdiyo Ensene investigates how effectively this strategy empowered the peasantry to change their farming techniques and produce beyond subsistence level. He also examines the accumulation of alienated land by the northern Ethiopian nobility through land grants, fake purchases, and other futile means of land grabs and the impact that this had on the native population. Finally, the book reassess the importance of the rural land reform of 1975 that followed the collapses of the imperial regime and argues that this was the most significant event in the history of agricultural development in Ethiopia. The assessment of the book in fact goes into the post-1991 period in relation with agrarian development. The Political Economy of Land and Agrarian Development in Ethiopia will be of interest to scholars of Ethiopia, African Studies, economic history, political economy, development and agriculture.

Book excerpt: An alternative analysis of the impact of the 1975 land reforms on peasant land rights, rural inequality and development in Ethiopia's Amhara highlands; essential reading for those engaged in research and policymaking in peasant studies, land and agriculture. The land issue, as in other parts of Africa, dominates life in Ethiopia, where agriculture accounts for 80 per cent of employment, but despite land reform, progress seems out of reach for many. Drawing on extensive ethnographic fieldwork in northern Ethiopia from the 1990s onwards, this is a welcome and overdue local analysis of the impact of the land tenure system in the Amhara highlands. Complementing the macro research of international economists, the authors take a detailed look at the impact of the 1975 land reforms for those in North Shäwa, Wälo and Gojam regions, where the peasantry depend upon the land not only for their homes, but their livelihoods. The land tenure systemis commonly thought to have been settled by land certification following the reforms, but the contributors reveal that rather than this leading to periodic redistribution and tenure insecurity, farmers here had 'conditional' private ownership within the framework of ultimate state control. The book also reveals the importance of social differentiation, with the peasant farm closely linked to household processes. In rural economies such as Ethiopia, the land question remains critical for future development, and the book ends by drawing out the implications of the authors' research for policymakers, governments and societies in the Global South. Book excerpt: The evolution of land tenure in Ethiopia during the Imperial period directed towards private and individualized property is discussed both in general terms and by examining conditions at specific localities. This evolution was brought to an abrupt end by the land reform of 1975 with nationalization. The same logic of subsistence agriculture as in traditional tenures seems to be the basis for the reform. With the abandonment of the socialist transformation of agriculture no vision about future developments in land tenure seems to exist. Privatization is suggested to improve the security of land holding, to increase agricultural investment, to assist the development of other markets as well as preserve common pool resources.
