Book excerpt: Culvert pipe material selection has traditionally been a relatively simple task involving metal or concrete pipe. In recent years, the addition of coated metal and plastic pipe has led the federal government to implement a rule requiring the consideration of alternative pipe materials. The current MnDOT Drainage Manual provides limited guidance on the selection of pipe material. The manual is lacking detailed information on the influence of environmental conditions on pipe durability in Minnesota. It is necessary to provide updated, accurate information on pipe material and durability for factors directly related to Minnesota. To reach this goal, the availability and suitability of existing data, as well as the practices associated with predicting pipe life spans must be evaluated. This report is the result of the initial feasibility study for a larger project(s) to update the MnDOT Drainage Manual. The goal for this report is to identify knowledge gaps, produce a research plan that will guide future research, and draw any pipe materials conclusions possible using the data available.

Book excerpt: Various factors associated with conventional culvert design, including shallow water, perched inlets and high flow velocities, can cause difficulties for migrating fish and affect their genetic diversity and long-term survival. Conventional culvert design has traditionally been based on hydraulic conveyance, safety and cost. Recently, some alternative culvert designs have been developed to facilitate salmon migration on the west coat of the United States. These alternative designs focus on matching the natural dimensions and characteristics of the stream channel through the culvert. The intended purpose of these newer designs is to provide unimpeded passage of aquatic life, reduce maintenance costs and improve erosion control. Currently, some of these new designs are being implemented in Minnesota mostly when fish passage is a consideration. There are concerns about the additional costs associated with these alternative designs as well as whether they are really needed at some road crossings. The objectives of this research were to summarize state-wide fish passage concerns related to culvert road crossings on public waters and to perform a cost comparison between the conventional and the alternative culvert designs.

Book excerpt: Drainage infrastructure systems (culvert, storm sewer, outfall and related drainage elements) are mostly buried underground and are in need of special attention in terms of proactive/preventive asset management strategy. Drainage infrastructure systems represent an integral portion of roadway assets that routinely require inspection, maintenance, repair and renewal. Further challenges are the wide geospatial distribution of these infrastructure assets and environmental exposure. There has been considerable research conducted on culverts, but mostly looked at the problem from a traditional structural/geotechnical perspective. Asset management procedures for culverts and drainage infrastructure systems are complex issues, and can benefit a great deal from an optimal asset management program that draws from programs pertaining to buried pipes. The first and most important step in an asset management initiative is the establishment of mechanism for asset inventory and asset conditions in a format compatible with the routine procedures of field operators and inspectors. The first objective of this research project was to develop field protocols and operational business rules for inventory data collection and management and inspection of drainage infrastructures in terms of types of data to be collected, frequency of inspection, and analysis and reporting mechanisms. After review of these protocols by the project oversight committee, a pilot study was conducted to verify efficiency of their implementation. The condition assessment protocol introduced is useful in evaluating the overall condition of culverts and can be used for decision making regarding the repair, renewal or replacement of culverts. For the second objective of this project, investigators examined the inventory and inspection protocols employed by Ohio Department of Transportation (ODOT) and developed a decision support platform, which establishes a link between the inspection results and appropriate repair, renewal and replacement procedures. After applying the recommended procedures, the transportation agencies can better track the conditions of culverts thereby reducing the risks of culvert failures.
