The report is organized into two sections. The first section deals with such cross-cutting themes as science, education, enforcement, decision-making processes, and partnerships. The second section deals with specific environmental issues identified in the consultation document, such as global warming and toxic substances, and the publicly identified issues, including energy and land use.
