Initial reluctance about the festival concept stemmed from the concern that, without an adequate infrastructure and sufficient time for proper content development, a festival would result in no long-term gain for either the youth involved, or for the Territory community as a hold. It is light of these concerns that 24 recommendations are presented in the review.

Electronic art proved a troublesome fit for existing art institutions, necessitating the founding of specialized organizations for the funding and creation of relatively expensive, process-based projects.
