Book excerpt: This report estimates the financial impact on utilities and ratepayers of nuclear power plant regulatory reforms. Three situations are investigated: (1) no reform, (2) combined early-site-permit and preapproval-of-design reforms, and (3) total reform. Also, two types of capacity additions are evaluated using two utility companies as case studies: (1) nuclear plus generic capacity, and (2) all-nuclear capacity. Results indicate that both the shorter construction lead-time afforded by nuclear regulatory reform and the timing of new capacity additions are extremely important in enabling a utility to remain in a healthy financial position while adding capacity to meet future demand and at the same time reducing the price of electricity to the ratepayers. The lower added capital costs and fuel cost savings obtained from reformed nuclear units allow a utility dependent on oil and gas steam generation to experience price decreases as these new units begin commercial operation. The study also points out that in simulations excluding the shorter lead-time generic capacity, price increases were greater and financial performance was worse for both utilities. These facts indicate the importance of shortening the construction lead-time through nuclear regulatory reform so that nuclear power will be more competitive with coal. 19 refs., 4 figs., 3 tabs.

Available in PDF, EPUB and Kindle. Book excerpt: Recently, nuclear energy has experienced a renaissance. The demand for energy is projected to rise 20% by the year 2020 and 40% by 2030. This demand increase is due in part to declining construction and operating costs of nuclear power plants and rising costs of fossil fuel energy sources. In this paper, the relationship between nuclear energy production and energy costs is analyzed. Using data from the Department of Energy's Energy Information Administration, the effect of changes in states' energy production on their overall energy costs is estimated. In order to isolate the effect of each energy source on energy costs, a multivariate regression including nuclear power, coal, natural gas, oil, and renewable energy is used. Operating costs and consumer energy prices were chosen as proxies for energy costs. Specifications are estimated including state effects, year effects, and state-specific time trends. Estimates suggest that a substantial portion of operating costs is attributable to factors specific to select states. These states, Texas, California, and Louisiana, increase the impact of all energy sources on operating costs and strongly impact the effect of nuclear power, natural gas, and crude oil on these costs. The evidence for the impact of state-specific factors on energy prices is considerably weaker and for some sources of energy, in the opposite direction of the effect on operating costs. Although results indicate that low operating costs in select states have not necessarily translated into lower consumer prices, they do offer a guideline for policies to target states that operate power plants (nuclear and other energy sources) relatively cost-effectively.

Book excerpt: Between 1972 and 1990, US electric utility companies cancelled orders for 117 nuclear power plants (NEI, 1996, pp. 1-6). The regulatory accounting methods adopted by utility rate setting commissions determined whether utilities could recover the losses on cancelled plants through higher rates. In effect, the choice of accounting methods determined how billions of dollars invested in cancelled nuclear plants was allocated between utility stockholders, ratepayers, and taxpayers (DOE/EIA, 1983, pp. ix-x). Our paper examines the economic consequences to stockholders of capital project abandonments in a regulated industry. The results show that while regulatory treatment of abandonment costs was generally favorable to investors, the market reacted negatively to nuclear project abandonment announcements indicating that investors did not expect to fully recoup abandonment losses. Two stage regression is used to investigate the determinants of the market's reaction to project cancellations.
