Book excerpt: The U.S. military's Joint Force Air Component Commander (JFACC) construct is the current method of theater level air power employment. JFACC doctrine largely reflects U.S. Air Force history and procedures. Despite its successes, the JFACC concept has a number of problems. These include doctrinal mismatches among the services, additional layers in the chain of command, lack of responsiveness, and large manpower requirements. This paper examines those issues and proposes technological and organizational changes to the JFACC. These changes would result in a flatter, more networked organization that would give the Joint Force Commander (JFC) increased flexibility and effectiveness in theater air power employment.

Book excerpt: Designating a Joint Force Air Component Commander (JFACC) has rapidly become the customary procedure for exercising command and control of air power in support of joint force commanders. This approach enables JFACCs and air component staffs to develop joint operations plans together with staffs from other assigned components. Though limited resources preclude maintaining large standing air component staff for every contingency, it makes sense to have a small, trained cadre augmented by liaison officers from each component as well as trained personnel seconded in times of crisis. Such a mix can foster mutual trust, ensure the correct blend of capabilities, and furnish air assets to implement the myriad requirements of the joint force commander's concept of operations. A review of the improvements made in the JFACC concept since the Persian Gulf War points the way to a new age of centrally controlled air power.

Book excerpt: This publication provides joint doctrine for the command and control (C2) of joint air operations across the range of military operations and discusses responsibilities of a joint force air component commander (JFACC). It sets forth joint doctrine to govern the activities and performance of the Armed Forces of the United States in joint operations and provides the doctrinal basis for interagency coordination and for US military involvement in multinational operations. C2 is established through command relationships as described in Joint Publication (JP) 1, Doctrine for the Armed Forces of the United States and JP 3-0, Joint Operations. The air domain is described as the atmosphere, beginning at the Earth's surface, extending to the altitude where its effects upon operations become negligible. The degree of control over the air domain can range from no control, to a parity (neutral) situation, to local air superiority in a specific area, to air supremacy over the entire operational area. Joint force commanders (JFCs) organize forces to accomplish the mission based on their vision and concept of operations and provide direction and guidance on command relationships. The JFC's air component should be organized for coordinated action (through unity of command) using joint force air capabilities. Centralized control and decentralized execution are key considerations. There are three basic organizational options; in each a key task is organizing the staff, C2 system, and subordinate forces. The options are: (1) JFC designates a functional component commander as JFACC; (2) JFC designates a Service component commander; or (3) JFC chooses a staff option. Joint air operations are performed by forces made available for joint air tasking and do not include air operations a component conducts as an integral part of its own operations. They normally are conducted using centralized control and decentralized execution. The framework and process for C2 of joint air operations are consistent across the range of military operations. This publication has been prepared under the direction of the Chairman of the Joint Chiefs of Staff. It sets forth joint doctrine to govern the activities and performance of the Armed Forces of the United States in joint operations and provides the doctrinal basis for interagency coordination and for US military involvement in multinational operations. It provides military guidance for the exercise of authority by combatant commanders and other joint force commanders (JFCs) and prescribes joint doctrine for operations, education, and training. It provides military guidance for use by the Armed Forces in preparing their appropriate plans.

The Combat Operations Division includes Current Operations, an Airspace Cell, and an Air Defense Cell. The preceding JFACC organizational functions and relationships have been captured in joint doctrine. The JFACC charter is flexible. It could find itself operating as a part of a naval enabling force conducting presence operations. On the other end of the spectrum, it might participate in a major regional conflict. The following discussion will focus on the sea-based JFACC. It will explore the problems, limitations and considerations that are faced by sea-based JFACC. This will be done illustrating the sea-based JFACC variations that have been developed. Once a picture has been developed of the afloat JFACC executing its mission, the following question will be presented and analyzed: once a crisis matures, how do you smoothly accomplish a transition to the next higher or lower echelon of joint air operations? The product is the culmination of a joint process by which Soldiers, Sailors, Airmen, and Marines synthesized their experience and understanding of air and space C2 to provide future joint force commanders and staffs authoritative options. It codifies several important concepts, such as organizing with both theater and subtheater joint force air component commanders (JFACC), the role of air component coordination elements, considerations for the C2 of remotely piloted aircraft, and the potential for assigning JFACCs responsibilities for space-coordinating authority. This immediately leads to designating the ground component as the main effort to achieve operational objectives against ground-centric adversaries. There may be, however, better options that would maximize combat potential to meet the operational objectives with the fewest losses in the least amount of time. One of those options would be for the Joint Force Commander (JFC) to designate airpower as the main effort, using the Joint Force Land Component Commander (JFLCC) and Joint Force Special Operations Component Commander (JFSOCC) as supporting commanders, when the situation warrants. Operation ALLIED FORCE (OAF) and Operation ENDURING FREEDOM (OEF) are used to illustrate the validity of this concept. This operational concept would be appropriate in certain situations when the Joint Force Air Component Commander (JFACC) has command and control of the preponderance of kill mechanisms to attack the enemy's center of gravity. The use of operational art through an Ends, Ways, Means, and Risks framework is examined to determine when the JFC should consider designating airpower as the main effort and what conditions the JFC should be alert for in order to use this concept. Changes across the entire Doctrine Organization Training Material Leadership Personnel Facilities (DOTMLPF) spectrum are required to codify this change to ensure JFCs have another accepted option to achieve operational objectives.

After-action reports highlight communications difficulties between the JFACC and the Naval aviation forces operating in the theater. The existing joint doctrine regarding the JFACC states that normally the service component with the preponderance of air assets and the ability to assume the function will be designated as JFACC. Because it failed to provide any more definitive guidance, joint doctrine assumed that different service components would perform as JFACC in more or less the same manner. However, the Navy and the Air Force developed dissimilar philosophies regarding the command and control of tactical air assets and subsequently procured communications systems to support their own philosophies. This produced interoperability problems during Desert Storm. The communications problems which occurred were the product of inadequate joint doctrine and the service components' insistence on employing their individual service doctrines/philosophies during a joint operation. Careful application of the ideas of differential games combined with stochastic processes gives an effective means of countering enemy action in a timely manner and achieving specified goals. This work describes the results of experiments examining the combination of feedback control and game theory, particularly continuous feedback of the Nash solution to a zero-sum game. The work includes a model of air mission dynamics, and applies nonlinear continuous-time deterministic differential equations using an iterative method based on successive local linear or quadratic approximations to reduce complexity. Additional work includes results of Kalman filtering used to estimate enemy state from partial measurements.

This is performed either in parallel with or subsequent to the CINC's campaign plan. Inherent in the JFC's concept of operation is the development of the Joint Air Operations Plan. Responsibility for the development of this plan rests with the JFACC. Although a CINC's campaign plan contains provisions for the planning, coordinating, allocating, and tasking of air assets in support of the JFC, it fails to adequately address provisions for the transfer of JFACC duties to other platforms or to other component commanders as a contingency. This paper will focus on considerations the JFC must anticipate for the expeditious transfer of the JFACC responsibilities without the loss of effective coordination, communication, and capabilities.

Book excerpt: This research focused on the problem of providing military commanders with real-time, optimal control of military air-to-ground operations for a 24-hour segment of a Joint Air Operations (JAO) campaign. In particular, we focused on developing control algorithms that anticipate possible air-to-ground mission modifications due to uncertain future events, thereby generating missions that can be readily adapted in the presence of contingencies. The primary benefit of this technology is agile and stable control of distributed and dynamic military operations conducted in inherently uncertain, hostile, and rapidly changing environments. The control methodology developed combines Approximate Dynamic Programming (ADP) and statistical hybrid state modeling techniques. Accordingly, a novel hybrid, multi-rate control architecture that tailors the control strategy for different battlespace situations was developed. For this JAO problem, a key concern was the scalability of the control methodology to larger scenarios. As a result, we investigated a broad spectrum of ADP control strategies. The solution quality and computation performance of these algorithms was tested and verified in a JAO simulator. It was shown through experimentation that the ADP strategies were able to produce operationally consistent control strategies that anticipated likely contingencies and positioned assets for opportunities of recourse in near real-time.
