Do competitive elections increase voter satisfaction? How does voting for a losing candidate affect voters’ attitudes toward government? The not-so-surprising conclusion is that losing voters are less satisfied with Congress and their Representative, but the implications for the way in which we draw congressional and state legislative districts are less straightforward. Redistricting and Representation argues that competition in general elections is not the sine qua non of healthy democracy, and that it in fact contributes to the low levels of approval of Congress and its members. Brunell makes the case for a radical departure from traditional approaches to redistricting – arguing that we need to "pack" districts with as many like-minded partisans as possible, maximizing the number of winning voters, not losers.

It rejects the argument that the behaviour of the parties is determined largely by social forces or by the supposed logic of the electoral market. Instead, it shows that both structure and agency can matter. It focuses on three major aspects of change in two-party systems: (i) why occasionally major parties ( such as the British Liberals) collapse; (ii) why collapsed parties sometimes survive as minor parties, and sometimes do not; and (iii) what determines why, and how, major parties will ally themselves with minor parties in order to maximize their chances of winning. With respect to the first aspect it is argued that major parties are advantaged by two factors: the resources they have accumulated already, and their occupying role similar to that called by Thomas Schelling a "focal arbiter". Consequently, party collapse is rare. When it has occurred in nation states it is the result of a major party having to fight opposition on "two separate fronts". The survival of a collapsed party depends largely on its internal structure; when a party has linked closely the ambitions of politicians at different levels of office, party elimination is more likely. The main arena in which agency is significant - that is, when leadership is possible, including the politician acting as heresthetician - is in the re-building of coalitions. This is necessary for maximizing the chances of a party winning, but, for various reasons, coalitions between major and minor parties are usually difficult to construct. Constitutional rot is the historical process through which republics become increasingly less representative and less devoted to the common good. Caused by increasing economic inequality and loss of trust, constitutional rot seriously threatens the constitutional system. But America has been through these cycles before, and will get through them again. America is in a Second Gilded Age slowly moving toward a second Progressive Era, during which polarization will eventually recede. The same cycles shape the work of the federal courts and theories about constitutional interpretation. They explain why political parties have switched sides on judicial review not once but twice in the twentieth century. Polarization and constitutional rot alter the political supports for judicial review, make fights over judicial appointments especially bitter, and encourage constitutional hardball. But when constitutional rot is advanced, the Supreme Court is likely to be ineffective and may even make matters worse. Building on Ronald Rogowski and Mark Andreas Kayser's extension of the classic Stigler–Peltzman model of regulation, the authors demonstrate that majoritarian electoral arrangements should empower consumers relative to producers. Employing real price levels as a proxy for consumer power, the book rigorously establishes this proposition over time, within the OECD, and across a large sample of developing countries. Majoritarian electoral arrangements depress real prices by approximately ten percent, all else equal. The authors carefully construct and test their argument and broaden it to consider the overall welfare effects of electoral system design and the incentives of actors in the choice of electoral institutions.
