Book excerpt: "Payment for Ecosystems Services (PES) programs which are considered as incentivized mechanisms has been implemented in Latin America as a strategy to reduce deforestation by rewarding landowners (sellers) to protect forests and to provide ecosystem services to ecosystem users/beneficiaries (buyers). Two common management structures for PES programs have been implemented in Latin America: Government-financed and User-financed. User-financed PES programs are promoted as being more environmentally effective and cost-effective compared with Government-financed programs. Government-financed PES programs are perceived as less effective than User-financed PES due to the inclusion of equity as a critical policy outcome of PES. In this thesis, an analysis is conducted of the program structure of two PES programs in the program’s ability to support environmental effectiveness, equity, and cost-effectiveness. Two case studies were used in the analysis: the Costa Rica National PES Program, a Government-financed program and the Los Negros Valley, Bolivia Reciprocal Watershed Agreements (RWA), a User-financed Program. This thesis also investigates the role of the type PES program structure in the inclusion of equity in PES design and implementation. The analysis indicated that the Government-financed PES program was better structure to support higher indicators of environmental effectiveness, equity and cost-effectiveness. The findings of the study showed that the program structure of PES is likely to influence whether equity is included in the design of the PES. A Government-financed PES is more likely to include equity as a policy outcome."--Abstract.

Book excerpt: Recent decades have witnessed a considerable increase in Payments for Ecosystem Services (PES) -- programs that exchange value for land management practices intended to provide or ensure ecosystem services -- with over 550 active programs around the globe and an estimated US$36-42 billion in annual transactions. PES represent a recent policy instrument with often very different programs operating at local, regional and national levels. Despite the growth of these programs, comprehensive and reliable data have proven difficult to find. This essay expands our analysis published in Nature Sustainability. It provides an assessment of the trends and current status of PES mechanisms -- user-financed, government-financed and compliance -- across the domains of water, biodiversity, and forest and land-use carbon around the world. We report the various dimensions of growth over the past decade (number of programs, geographical spread, dollar value) to understand better the range of PES mechanisms over time and to examine which factors have contributed to or hindered growth. Four key features stand out for scaling up PES: motivated buyers, motivated sellers, metrics and low-transaction-cost institutions.

Book excerpt: Where benefits and costs accrue at different scales, financial intermediaries are needed to facilitate relations between global-scale buyers and local-scale providers of carbon sequestration and storage. These intermediaries can help to collect and distribute payments and to promote the scheme to potential beneficiaries. The benefits distributed should compensate for the transaction, opportunity and implementation costs incurred by stakeholders for providing ecosystem services. Therefore, calculating the costs and understanding who incurs them are essential for benefit sharing. Targeting benefits according to a set of criteria that match the objectives of the specific mechanism increases the mechanism’s efficiency. As the level of performance-based payments may not be able to compete with the opportunity costs of highly profitable land uses, performance-related benefit-sharing mechanisms should be focused on areas with moderate opportunity costs. Benefits should be divided into upfront payments to cover startup costs and to give an initial incentive for participation, and payments upon delivery of ecosystem services to ensure adherence to conditionality.

Book excerpt: "Ecosystem services (ES), payments for ecosystem services (PES), and the development of markets for PES are transformational concepts and practices that emerged from environmental and ecological economics. Although the establishment of regulatory markets tends to be 'top down,' there is evidence that more locally acceptable and successful markets tend to come from the community, from the 'bottom up.' This meta-analysis analyzes 20 recent articles that examined approximately 454 PES cases from around the world, most organized from the bottom up. Cross-case analysis reveals possible best practices. Involving communities in design, decision-making, governance, and operation of local PES programs is found in many cases to contribute to improvements in both ecosystems and community livelihoods. Devolving project administration and ES provision monitoring to the local level is found to lower costs, increase project legitimacy, community equity, and leaves efficiency and fairness tradeoff decision-making in the hands of local communities. This in turn adds to feelings of competence, autonomy, and control. The experience of cooperative learning, skill acquisition, and enhanced individual and community capacities that results from participation in PES program design is found to positively influence social, cultural, economic, and multilevel political dynamics, allowing local sustainable resource use and management to emerge. In several cases, there are indications that this leads to a changed local and regional political economy due to successful value capture of enhanced ES resulting from restored ecosystems, as well as indications of other transformative changes in communities. These findings are used to provide recommendations to a watershed restoration initiative in the borderlands of Southern Arizona."--leaf i.

Book excerpt: REDD+ must be transformational. REDD+ requires broad institutional and governance reforms, such as tenure, decentralisation, and corruption control. These reforms will enable departures from business as usual, and involve communities and forest users in making and implementing policies that a ect them. Policies must go beyond forestry. REDD+ strategies must include policies outside the forestry sector narrowly de ned, such as agriculture and energy, and better coordinate across sectors to deal with non-forest drivers of deforestation and degradation. Performance-based payments are key, yet limited. Payments based on performance directly incentivise and compensate forest owners and users. But schemes such as payments for environmental services (PES) depend on conditions, such as secure tenure, solid carbon data and transparent governance, that are often lacking and take time to change. This constraint reinforces the need for broad institutional and policy reforms. We must learn from the past. Many approaches to REDD+ now being considered are similar to previous e orts to conserve and better manage forests, often with limited success. Taking on board lessons learned from past experience will improve the prospects of REDD+ e ectiveness. National circumstances and uncertainty must be factored in. Di erent country contexts will create a variety of REDD+ models with di erent institutional and policy mixes. Uncertainties about the shape of the future global REDD+ system, national readiness and political consensus require exibility and a phased approach to REDD+ implementation.

Book excerpt: This article develops an analytic framework to analyze the tradeoff between economic efficiency and distributional equity in targeting payments for ecosystem services (PES). It also proposes an empirical procedure to trace out the efficiency-equity frontier, where the program is Pareto optimal in the sense that it cannot be improved upon to achieve either higher efficiency or distributional equity without compromising the other. We apply the procedure to the Conservation Reserve Program (CRP), the largest PES program in U.S. history, to analyze (a) whether it is possible to improve both the efficiency and the distributional equity of the program, and (b) what the choice made by CRP administrators implies about the political-economic balance. Results reveal that (a) CRP administrators forfeited about 9% of efficiency for an 18%-23% improvement in distributional equity, depending on the equity indicator used, in the eighteenth signup of the CRP; (b) reducing the maximum allowable rental rate for all contracts would improve efficiency at the cost of distributional equity; (c) reducing the maximum county enrollment cap would reduce efficiency without generating much improvement in distributional equity; and (d) the CRP targeting criterion could be redesigned to achieve both higher efficiency and higher distributional equity.
