Book excerpt: Law enforcement officers experience significant effects on their physical and mental health because of their employment. These effects frequently go untreated due to the stigma related to having mental health needs and attending treatment. Often, law enforcement culture perpetuates stigma. Addressing stigma and culture are barriers to treatment engagement frequently left unaddressed. Without understanding this link, even the most effective treatment will be left unattended. Thus, making prioritizing treatment engagement essential for addressing law enforcement officer's mental health. The current study aimed to increase understanding of how the Crisis Intervention Team training impacted law enforcement officer's help-seeking behaviors. This training is designed to decrease the stigma of law enforcement officers in working with individuals with mental illness in the community. An Exploratory Single Case Study, Embedded design (SCSED) was utilized to gain an understanding of how participation in one community CIT training affected law enforcement officers' help-seeking behaviors. The study included 11 participants including LEO training participants, LEO training facilitators, and mental health provider training facilitators. Findings indicated that the CIT program did not influence participant LEO help-seeking behavior. However it did increase their comfort and knowledge in reaching out to their peers regarding their peer's mental health.

Book excerpt: Law enforcement officers have become gatekeepers of the criminal justice and mental health system. In the past, encounters between law enforcement officers and people with mental illnesses have ended with individuals being seriously injured or killed. In response to a fatal shooting of man with a mental illness by a police officer in Memphis, TN, a specialized police response program, known as Crisis Intervention Team (CIT), was developed. CIT training seeks to decrease stigmatizing attitudes in officers, while increasing their knowledge and improving their crisis response skills through a 40-hours curriculum consisting of didactic classes, experiential exercises, and skill-building exercises. Connecticut has been implementing the CIT program since 2001; however, the impact of the program has never been thoroughly analyzed in Connecticut. The purpose of the present study was to examine the impact of CIT training on law enforcement officers' (1) attitudes towards individuals with mental illness, including desired social distance and (2) perceptions of self-efficacy in responding to mental health crisis calls. Eighty-nine law enforcement officers completed a series of survey questionnaires measuring attitudes towards mental illness, desired social distance, and self-efficacy just before a CIT training program and again upon completion of the training. Officers demonstrated more positive attitudes towards mental illness, reduced desired social distance, and greater self-efficacy post-CIT training compared to pre-training. Implications of the results for law enforcement and for individuals with mental illness, as well as suggestions for further research, are discussed.

Book excerpt: This training was intended to demonstrate innovative methods of crime prevention and preventive mental health. Processing family disturbances constitutes a major aspect of police work. Traditional police approaches to the problem do not reflect the realities of this police experience. There is evidence that a significant proportion of injuries and fatalities suffered by police occur in the highly volatile family conflict situation. The present project attempted to modify family assaults and family homicides and to reduce personal danger to police officers in such situations. The project attempted the development of a new preventive mental health strategy. Assuming that family conflict may be an early sign of emotional disorder in one or all of the participants, the project attempted to utilize policemen as front-line casefinders in keeping with theories of primary prevention. It was proposed that selected policemen could be provided with interpersonal skills necessary to effect constructive outcomes in deteriorating situations which require police intervention. Rejection of an exclusively specialized role for the police officers involved was a major emphasis. The program avoided the conversion of policemen into social workers or psychotherapists. The officers were expected to perform all generalized police patrol functions but were the individuals dispatched on all family disputes in a given geographical area. In addition to continuous group experience, each family specialist was assigned an individual consultant for at least one hour weekly consultation. The individual consultants were advanced clinical psychology students who acquired in this way an unusual community consultation experience. The reciprocal effect of these encounters on the students and upon the policemen is self-evident.

This book examines the CIT model and the reasons why it is a unique and important collaboration between law enforcement and mental health.

Book excerpt: Crisis intervention team (CIT) training has been proven to be effective at increasing officers knowledge of mental health, improving attitudes toward those with a mental illness, and reducing use of force rates and arrest leading to incarceration of mental health consumers. Prior research has been primarily limited to outcome evaluations of CIT programs. The current study had 105 participants and examined officer-level variables identified in the literature that may affect verbal de-escalation skills knowledge attainment in the Memphis Model of CIT training. This was accomplished through the use of a hierarchal regression analysis. Results of the study found that officers who identified as male and officers who identified as White, scored higher on the De-escalation Skills Scale than their respective counterparts. The findings suggest that these populations may be more effective at utilizing verbal de-escalation skills knowledge during scenarios presented in the Memphis Model of CIT training..

Book excerpt: The concept of Crisis Intervention Team (CIT) training first began in Memphis and has been implemented nationwide as a means of equipping law enforcement officers with specialized skills for resolving crisis and other encounters involving people with mental illness. This study assessed 54 law enforcement officers on the outcome variable knowledge of de-escalation skills to determine the effectiveness of the Memphis Model & rsquo;s CIT program in equipping officers with this skill. Results revealed significantly higher knowledge of de-escalation skills scores for participants in the experimental group (M = 15.66, SD = 2.16) than for participants in the control group (M = 12.24, SD = 3.02), F(1, 52) = 23.32, p .001, & eta;2 = .31. Furthermore, follow-up analyses revealed significant differences between police officers & rsquo; scores before completion of CIT training (i.e., pre-test scores) (M = 12.00, SD = 2.73) in comparison to post-test scores upon completion of training (M = 16.24, SD = 2.72) for participants in two consecutive weeks of CIT training, as well as a non-significant interaction between de-escalation skill scores and time, F(1, 52) = 1.06, p .05, & eta;p2 = .02, demonstrating that the training was equally effective for participants in both weeks of training. The results of this study validated the Memphis CIT Training Program as an effective model for improving knowledge of de-escalation skills in law enforcement officers.

Book excerpt: The purpose of this research was to examine the effectiveness of the Vancouver Police Department's (VPD) Crisis Intervention Training (CIT) course in equipping police personnel with the knowledge and skills to effectively intervene with mental health consumers by encouraging non-violent, non-lethal crisis intervention and the minimal use of force. This study examined 83 (n=83) course evaluation questionnaires completed by the recipients of the CIT course at the VPD, statistical data from the Office of the Police Complaint Commissioner (OPPC), and coroner's and media reports of deaths involving the mentally ill that resulted from police encounters. The analysis of the feedback from the CIT course participants revealed their enhanced awareness and knowledge about mental illness as well as an increased confidence in the disposition of skills and techniques learned during the training. The OPCC statistical data indicated a reduced number of complaints filed against the VPD; however no definite conclusions could have been drawn from this data. The analysis of deaths of the mentally ill killed by VPD officers did not reveal a specific trend after the enactment of the CIT course. Results of the study highlighted the necessity for the adoption of the VPD's CIT course model by all of the police departments in the province. Further recommendations for collaboration between law enforcement agencies in the province, mental health resources, and the implementation of various policies related to the CIT course were addressed.
