Book excerpt: In this book, Michael Sandel takes up some of the hotly contested moral and political issues of our time, including affirmative action, assisted suicide, abortion, gay rights, stem cell research, the meaning of toleration and civility, the gap between rich and poor, the role of markets, and the place of religion in public life. He argues that the most prominent ideals in our political life--individual rights and freedom of choice--do not by themselves provide an adequate ethic for a democratic society. Sandel calls for a politics that gives greater emphasis to citizenship, community, and civic virtue, and that grapples more directly with questions of the good life. Liberals often worry that inviting moral and religious argument into the public sphere runs the risk of intolerance and coercion. These essays respond to that concern by showing that substantive moral discourse is not at odds with progressive public purposes, and that a pluralist society need not shrink from engaging the moral and religious convictions that its citizens bring to public life.

He soon began making annual trips to the West Virginia and eastern Kentucky coalfields, destinations that strongly resonated with his own aesthetic of "place." Armed with a used Leica M6 and gritty Tri-X film, he and his wife made six week-long trips in the dead of winter to photograph trains along the Pocahontas Division of the Norfolk Southern Railway. Nearly one hundred images edited from this body of work form the core of The Railroad and the Art of Place, along with a selection of earlier Pennsylvania Railroad steam-era photographs that reflect Kahler's interest in the railroad landscape from an early age. Also included are three essays by Kahler, Scott Lothes, and Jeff Brouws, discussing the personal motivations, historical context, and aesthetic development behind the photography. With funding for printing provided by the Kahler Family Charitable Fund, all sales will go to support the Center's work.

Book excerpt: Essayist, editor, columnist, author of many books, and winner of a special Pulitzer Prize citation in 1958 for his powers of news analysis, Walter Lippmann both appraised and influenced twentieth-century American politics. No other author of the century dealt with the persistent problems of politics from so many approaches, was so widely read, or varied so widely in his conclusions. Benjamin F. Wright’s study is the first book devoted to an exposition and analysis of Lippmann’s nine “books of political philosophy,” as James Reston called them. These books provide a fascinating study of changes in the political and economic ideas of the most important journalist of his time. Lippmann’s books published in 1913 and 1914 reflect the optimism of the Progressive Era, of faith in science and in the ability of people to choose their goals and attain them. In 1922 and 1925, while editor of the New York World, Lippmann wrote searching, often pessimistic analyses of what he believed to be the prevailing assumptions regarding the nature and role of public opinion. Although in the Coolidge era he relegated government to a minor role as mediator, he became an enthusiastic defender of the achievements of the early New Deal. Two years later in a longer look, he found the same New Deal following the path toward totalitarianism. Keynes was discarded and his place taken by the economics of Adam Smith, bolstered by the common law of Coke and the Constitution of the founders. Finally, in 1955, in the extremely popular and very engaging Public Philosophy, there is a lament for the “decline of the West” and a plea to return to the age of civility and natural law. In a final analytical chapter, Wright presents a critique of Lippmann’s historical understanding and the modern applications of the tradition of natural law. He also assesses Lippmann’s inability to translate the “public philosophy” into programs or institutional changes and the failure to account for the expansion of governmental functions together with the continued strength of constitutional democracy in the West.

Railroads and the Transformation of China is the first comprehensive history, in any language, of railroad operation from the last decades of the Qing Empire to the present. China’s first fractured lines were built under semicolonial conditions by competing foreign investors. The national system that began taking shape in the 1910s suffered all the ills of the country at large: warlordism and Japanese invasion, Chinese partisan sabotage, the Great Leap Forward when lines suffered in the “battle for steel,” and the Cultural Revolution, during which Red Guards were granted free passage to “make revolution” across the country, nearly collapsing the system. Elisabeth Köll’s expansive study shows how railroads survived the rupture of the 1949 Communist revolution and became an enduring model of Chinese infrastructure expansion. The railroads persisted because they were exemplary bureaucratic institutions. Through detailed archival research and interviews, Köll builds case studies illuminating the strength of rail administration. Pragmatic management, combining central authority and local autonomy, sustained rail organizations amid shifting political and economic priorities. As Köll shows, rail provided a blueprint for the past forty years of ambitious, semipublic business development and remains an essential component of the PRC’s politically charged, technocratic economic model for China’s future.
