First-, second-, and third-generation image intensification devices are covered. Although the focus is on ground forces, research that addressed aviation issues is also included. The review documents bow soldier performance has improved from advancements in image intensification technology as well as from concerted efforts to address some long-standing training problems. Training research and development issues identified are: determining techniques to train soldiers on NVG technology and its application to night tasks, how to train soldiers to integrate NVGs with other equipment, training to enhance distance estimation abilities of soldiers when using NVGs, and training to improve mounted and dismounted navigation skills with NVGs. Attention must also be paid to developing training techniques that will enable soldiers to overcome the learning plateaus and human factors problems with NVGs so they become truly skilled at night with NVGs.

Book excerpt: To determine how interruption of dark adaptation (by using an intensifier) affected performance of military tasks with unaided vision at night, two series of studies were conducted. In one series, subjects walked parallel to a guideline, keeping as far as possible to the right; in the other series, subjects fired the M14 rifle at silhouette targets. Interruption of dark adaptation with a simulated monocular intensifier in the shooting eye or both eyes just before the task was begun affected the horizontal distance at which the guideline was followed. A readaptation interval of two to three minutes after interruption of dark adaptation by a binocular intensifier was related to performance under dark-adapted vision.

Book excerpt: This document is a compilation of spectral transmissivity data measured from numerous aircraft transparencies. The spectral transmissivity of each part was measured from wavelengths of 450 nm through 950 nm. Some parts were also measured at several different angles relative to the optical axis of the spectroradiometric instrument. The measurements yielded both visible light and near infrared (NIR) spectra. The NIR data were used to calculate night vision goggle-weighted transmissivity (TNVG) values (Pinkus and Task, 1997). TNVG is a measure of a transparency's compatibility when it is used in conjunction with night vision goggles (NVGs). NVGs utilize the NIR portion (600 nm through 950 nm) of the night sky ambient illumination. Generally speaking, the higher the TNVG coefficient, the higher the NVG visual performance (Pinkus & Task, 1998a; Pinkus & Task, 1997).

Data were gathered in a completely blacked-out cockpit while the aircraft was in a hanger and also during conditions of normal night flight. Significant differences in dark adaptation thresholds were found between the hangar and flight phases and between the low and high levels of light intensity used. No significant differences were found between the types of lighting systems used. It is concluded that the flight conditions of starlit night sky affect dark adaptation levels to a significant degree.

Book excerpt: Review of the literature in aviation and vision, and consideration of photometric methods available, raise a number of fundamental questions about cockpit lighting. Dark adpatation and acuity must be examined in relation to the total cockpit light flux, the ambient illumination outside the cockpit, and the spectral composition of the light flux. Furthermore, the aircraft mission requirements must be incorporated into design decisions. The program of research recommended has a character consistent with that proposed by Bartelt, Twist and Lazo (1966). Three different spectral distributions of cockpit display lighting were investigated as to their effects on dark adaptation and visual acuity during night flight. These distributions were instrument and panel lighting red, tungsten (clear) white, and Air Force (lunar) blue-white. Cockpit-lighting brightness (photopic luminance), color and color combinations with the addition of indicator lights were controlled, and effects on dark adaptation and distant visual acuity outside the cockpit were measured. Interactions among lighting colors, photopic and scotopic visual acuities, and luminance thresholds for objects of different sizes were shown. Results were discussed in relation to the literature on dark adaptation and night vision in flight.

After spending four years in SEA and maturing into a highly respected UW weapons system the Joint Chief of Staff (JCS) chose the Combat Talon to lead the night low-level raid on the North Vietnamese prison camp at Son Tay. Despite the outcome of the operation the Talon I cemented its reputation as the weapons system of choice for long-range clandestine operations. In the period following the Vietnam War United States Air Force (USAF) special operations gradually lost its political and financial support which was graphically demonstrated in the failed Desert One mission into Iran. Thanks to congressional supporters like Earl Hutto of Florida and Dan Daniel of Virginia funds for aircraft upgrades and military construction projects materialized to meet the ever-increasing threat to our nation. Under the leadership of such committed hard-driven officers as Brenci Uttaro Ferkes Meller and Thigpen the crew force became the most disciplined in our Air Force. It was capable of penetrating hostile airspace at night in a low-level mountainous environment covertly to execute any number of unconventional warfare missions.

Book excerpt: MIL-L-85762A, Lighting, Aircraft, Interior, Night Vision Imaging System (NVIS) Compatible, defines criteria for assessing night vision goggle (NVG) compatibility of cockpit lighting. As part of the assessment procedures, NVG aided visual acuity (VA) is measured using the USAF Tri-Bar Chart. A cockpit light is incompatible if NVG aided VA is degraded. An alternative method of measuring NVG aided VA uses an NVG Chart. This research assessed whether the two NVG aided VA assessment techniques reveal the same levels of degradation in NVG aided VA. NVG aided contrast sensitivity (CS) also was measured to determine its usefulness in assessing the compatibility of a cockpit light. Three NVG CS charts were developed having spatial frequencies of 3, 6, and 12 cycles per degree (cpd). NVG performance was degraded by incompatible light, and the amount of degradation was assessed using the two VA and CS measures. Measurements were made using a modified Class B NVG. Another objective of this research was to assess the compatibility of the modified Class B NVG with compatible cockpit light defined in MIL-L-85762A. The results revealed that NVG aided VA did not differ between the two VA charts. For the green light, NVG aided CS was degraded only for the high spatial frequency (12 cpd). However, for the red light, NVG aided CS was degraded for all three spatial frequencies. NVG aided CS was sensitive to the presence of incompatible light. The modified Class B NVG is compatible with the lighting requirements defined in MIL-L-85762A.

The air war s inauguration with the nickname Rolling Thunder followed an eleven-year American effort to induce communist North Vietnam to sign a peace treaty without openly attacking its territory. Thus, Rolling Thunder was a new military program in what had been a relatively low-key attempt by the United States to win the war within South Vietnam against insurgent communist Viet Cong forces, aided and abetted by the north. The present volume covers the first phase of the Rolling Thunder campaign from March 1965 to late 1966. It begins with a description of the planning and execution of two initial limited air strikes, nicknamed Flaming Dart I and II. The Flaming Dart strikes were carried out against North Vietnam in February 1965 as the precursors to a regular, albeit limited, Rolling Thunder air program launched the following month. Before proceeding with an account of Rolling Thunder, its roots are traced in the events that compelled the United States to adopt an anti-communist containment policy in Southeast Asia after the defeat of French forces by the communist Vietnamese in May 1954.
