Book State Capability in India

Download or read book State Capability in India written by T. V. Somanathan and published by Oxford University Press. This book was released on 2022-06-03 with total page 449 pages. Available in PDF, EPUB and Kindle. Book excerpt: The deficiencies in the capability of the state to design and implement effective policies are arguably the biggest development challenge facing developing countries like India. This book seeks to assess state capability in India, identify weaknesses in policy design and programme implementation, and their causes, and propose some measures to remedy them. Importantly, it does so while recognizing political economy constraints and focusing predominantly on the administrative contributors. To this extent, the book's suggestions are practical enough for adoption by stakeholders at different levels. It describes the institutional design, constitutional provisions, the organizational structure, and the personnel of the Indian state. It covers a wide spectrum of aspects impacting state capability, ranging from ideological narratives and systemic constraints to procedural and personnel management issues to the behaviours and attitudes of individual bureaucrats. It offers a new analytical framework to think about effectiveness of state on the policy-making process. It also offers a nuanced perspective and suggestions on many of the popular themes in public administration - size of the state, generalist and specialist debates, lateral entry, digital monitoring systems in governance, outsourcing and private participation, use of consultants, risk aversion in bureaucracies, performance-based incentives, programme evaluations, and so on. Finally, being participants and observers in the bureaucratic system, the authors describe reality without always seeking to locate it in the framework of existing academic literature, thereby offering fresh insights and enriching the discourse on state capability.

Available in PDF, EPUB and Kindle. Book excerpt: The work of a manager in a service organisation is not the same as the work of a manager in an organisation that manufactures goods. A new chapter on managing social enterprise and generating social capital has also been added. This text is both solidly practical and theoretically challenging and is supported by strong pedagogical features including: case studies and illustrative vignettes from public service managers working in Europe, Asia, Australia and the US; exercises and review questions. Students will develop learning skills that enable them to transfer their learning from one situation to another and thinking skills that enable them adapt the way that they apply their learning as circumstances change. Book Reclaiming the Future

Download or read book Reclaiming the Future written by Jane Kelsey and published by Bridget Williams Books. This book was released on 2015-12-21 with total page 479 pages. Available in PDF, EPUB and Kindle. Book excerpt: Jane Kelsey’s exploration of the effects of globalisation on the New Zealand economy was eye-opening when published in 1999. She offered a trenchantly expressed response to the neoliberal slogan of the time, ‘There is no alternative.’ Kelsey’s analysis remains a critical yardstick for current policies and an alternative perspective on the development of global relationships. The recent global financial meltdown and subsequent recession give new relevance to her questions about globalisation’s consequences for sovereignty and democracy. Kelsey continues to offer a bold voice of challenge and critique, pointing the way for open-eyed engagement with the economic realities of the future.

Book CONTEMPORARY DEBATES IN PUBLIC ADMINISTRATION

Download or read book CONTEMPORARY DEBATES IN PUBLIC ADMINISTRATION written by ALKA DHAMEJA and published by PHI Learning Pvt. Ltd.. This book was released on 2003-01-01 with total page 393 pages. Available in PDF, EPUB and Kindle. Book excerpt: Public administration is reeling under complex challenges and pressures in the face of the changing trends in liberalization, privatization and globalization. As a pertinent area of social sciences, it is in search of a new identity in the form of theoretical bases, conceptual clarity and contextual applicability. The development of the discipline is characterized by failed, semi-developed and recycled narratives, which are unable to provide any well-defined epistemological parameters. Whatever one finds in the form of conceptual and applied growth in public administration, especially pertaining to the Third World, appears to be borrowed, imitated and implemented out of context. The discipline of public administration must therefore reinvent itself in the wake of new developments in the areas of theory building, organizational reforms, information technology, participatory development, corporate ethics, humane governance, responsive administration, non-state organizations and administrative capability. This book makes an attempt to grapple with some of these contemporary concerns in order to generate a debate on the impact of globalization on public administration. A collection of diverse topics that address various facets of public administration, the overall thrust is on developing indigenous approaches for meeting the growing demands of the changing scenario. The wide range of issues covered in the volume makes for a comprehensive view of the various perceptions within the discipline of public administration. The book will be of immense use to students, academicians, researchers, policy makers and practitioners in public administration.

Book Reforming Parliamentary Democracy

Download or read book Reforming Parliamentary Democracy written by Leslie Seidle and published by McGill-Queen's Press - MQUP. This book was released on 2003-06-13 with total page 270 pages. Available in PDF, EPUB and Kindle. Book excerpt: The authors address issues of representation - the move to a proportional electoral system in New Zealand, the unsuccessful attempt to establish a domestic head of state in Australia, and the reform of the British House of Lords - and demonstrate that citizens increasingly want legislative institutions to more closely reflect the societies they serve. To discuss responsiveness, the governance of indigenous communities and their place within the broader society in Canada and New Zealand are examined, as is the role of institutions other than legislatures that are involved in protecting minority rights and responding to various forms of diversity. A separate chapter analyses the basis for and merits of proposals to reform the Canadian House of Commons. In addition, authors review the dynamics of federalism, intergovernmental relations, and other processes of multi-level governance in Canada, the United Kingdom, and South Africa. Public debate about adapting governance processes to changing conditions and citizen values is a necessary condition of successful democracies and there is much to learn from progress and false starts in other parliamentary democracies. Contributors include Jonathan Boston (Victoria University of Wellington, New Zealand), Paul Chartrand (consultant, Victoria, British Columbia), Stéphane Dion (minister of Intergovernmental Relations, Government of Canada), David Docherty, Mason Durie (Massey University), Robert Hazell (University College London), Christina Murray (University of Cape Town), Cheryl Saunders (University of Melbourne), Leslie Seidle, Jennifer Smith (Dalhousie University), and Lord Wakeham (former chairman of the Royal Commission on House of Lords Reform).
