Book The Oxford Handbook of State and Local Government Finance

Download or read book The Oxford Handbook of State and Local Government Finance written by Robert D. Ebel and published by Oxford University Press. This book was released on 2012-03-21 with total page 1057 pages. Available in PDF, EPUB and Kindle. Book excerpt: State and local government fiscal systems have increasingly become vulnerable to economic changes. Over the past three decades, state and local deficits during economic recession have been larger and deeper each time. The impact of the Great Recession and its aftermath of feeble growth and lingering high unemployment has been dramatic both in scope and intensity. Before the crisis, long-term structural deficits were persistent for both individual governments and the entire sector as spending plans and patterns outpaced governments' revenue-generating capacity. The revenue systems of these governments eroded while the workloads and scope on the expenditure side of the state and local system budget continued to grow. This handbook evaluates the persistent problems in the fiscal systems of state and local governments and what can be done to solve them. It contains 35 chapters authored by 60 practitioners and academics who are renowned scholars in state and local finance. Each chapter provides a description of the discipline area, examines major developments in policy, practices and research, and opines on future prospects. The chapters are divided into four sections. Section I is a systematic discussion of the institutional, economic, and political framework that provides a background for understanding the structure and financial performance of the state and local sector. The chapters in Section II provide an overview of the various components of state and local revenue systems and how they reacted to the Great Recession. They analyze the diverse forms of taxes and charges in detail, prescribe remedies and alternatives, and examine the implications for future revenue performance. Chapters in Section III turn to spending, borrowing and financial management in the state and local sector. The focus is on the big six service delivery sectors: education, health care, human services, transportation, pensions, and housing. Section IV is a set of chapters that look ahead and speculate about how the state and local government sector's money-raising, spending, and service delivery structures will adjust to the new circumstances.

Book Revenue Sources of Local Governments

Download or read book Revenue Sources of Local Governments written by J. Edwin Benton and published by Taylor & Francis. This book was released on 2024-04-11 with total page 387 pages. Available in PDF, EPUB and Kindle. Book excerpt: With limited fiscal capabilities, effective and efficient budgeting is a necessity for local governments in the United States. Acknowledging the critical (but often overlooked) part that raising enough revenue to fund desirable and mandatory programs plays in the budgetary process, this book offers an exclusive and comprehensive examination of the revenue side of the budget. It provides much-needed and wide-ranging context for examining and understanding local government revenues and local government revenue policy. Author J. Edwin Benton presents a comprehensive overview of the revenue structure for local governments, in general, and for counties, municipalities, townships, special districts, and school districts, in particular. The bulk of this book meticulously examines the historical patterns and trends in revenue usage by local governments and provides explanations for variations among different units of government, states, and regions of the country. This book enhances our understanding of the most relevant research and aids in refining theories that seek to explain why local governments (or different types of local governments) rely more on certain kinds of revenues. It also offers immediately applicable real-world case studies on revenue-raising capabilities, practicalities, and experiences of local governments around the country. It will be of enormous interest to public budgeting practitioners, students, and scholars.

Book Government Spending Facts 2

Download or read book Government Spending Facts 2 written by Isabella Horry and published by . This book was released on 1994 with total page 426 pages. Available in PDF, EPUB and Kindle. Book excerpt: "This study analyses spending by the three levels of government - federal, provincial, and local - and constructs a profile of who benefits from government expenditure." "In 1990 government redistributed 10.0% of GDP through social programs (other than CPP), an increase from 6.7% in 1970. Interest payments made up 20.3% of government spending in 1990, up from 10.4% in 1970. The province that received the least total government spending per capita in 1990 was British Columbia, at $10,647. The province that received the most spending per capita was Nova Scotia, at $12,372, while of all governments, the Territories received the most from all levels of government, at $27,707 per capita. All provinces have experienced an increase in the fraction of government spending to total provincial GDP since 1970. Social security payments for all the Atlantic provinces amount to only 10.8% of total social security payments made in the country. Of the provincial/territorial governments, the Territories spend the most per capita, followed by Alberta, while Prince Edward Island spends the least. Ontario receives 60% of all federal interest paid on the outstanding public debt, and yet it pays just 45% of the taxes collected by the federal government."--BOOK JACKET.Title Summary field provided by Blackwell North America, Inc.
