Book excerpt: The uniform guidelines were issued in September 1978 by agencies with primary responsibility for enforcing federal equal employment opportunity laws, the purpose being to establish a single federal position on prohibition of discrimination in employment practices. The basic principle of the guidelines is that selection procedures which have an adverse impact on the employment opportunities of any race, religion, sex, or ethnic group are unlawful unless the validity (i.e., job-relatedness) of the procedures is established. The guidelines provide direction for employers in determining whether adverse impact exists, in validating selection procedures, and in documenting these efforts. Recognizing the need for a common interpretation of the guidelines and the desirability of providing assistance to employers, psychologists, compliance officers, and others who will use the guidelines, the issuing agencies compiled answers to 90 questions about the rationale, scope, and application of the guidelines. Included are questions implied by the guidelines themselves and suggested by the comments received in the course of developing the guidelines. The questions and answers cover in detail the purpose and general principles of the guidelines; adverse impact determinations and validation procedures; technical standards pertaining to content, construct, and criterion-related validation strategies; and documentation and recordkeeping.
