In the late nineteenth century, the "tariff question" was one of the most controversial issues of the day. As Joanne Reitano shows in this far-reaching study, the ensuing debate was anything but an empty exercise in political rhetoric occupying only politicians and lobbyists. The tariff was of central concern to a broad cross section of people because of its perceived relationship to immediate economic problems, such as wages, prices, and trusts. In fact, it became a means for many Americans to wrestle with the implications of the country's rapid growth and the impact of industrial capitalism on American life. Reitano focuses on the election year of 1888, when the tariff was adopted as a cause célèbre by President Grover Cleveland, Congress, the two major parties, and the press. At the heart of the debate was the Mills Bill for tariff reduction. Although the bill failed to pass, Reitano finds in the rancorous public debate a barometer of changes in the American mind in the Gilded Age. She carefully blends intellectual, political, economic, and social issues through analyses of the Congressional Record, press coverage of the debate, academic and polemical literature, political cartoons, and the presidential campaign. Ultimately, Reitano contends that ideas about political economy have always been central to the American mind. They were so in the Gilded Age as they are today.

Seeking to understand the contradictions in American policy, Judith Goldstein offers the first book to demonstrate the impact of the political past on today's trade decisions. As she traces the history of trade agreements from the antebellum era through the 1980s, she addresses a fundamental question: What effects do shared ideas about economics—as opposed to national power or individual self-interest—have on the institutions that make and enforce trade law? Goldstein argues that successful ideas become embedded in institutions and typically outlive the time during which they served social interests. She sets the stage with a discussion of the shifting commercial policy of the first half of the nineteenth century. After examining the consequences of the Republican party's decision to promote high tariffs between 1870 and 1930, she then considers in detail the political aftermath of the Great Depression, when the Democratic party settled on a reciprocal trade platform. Because the Democrats did not completely dismantle the existing system, however, the combined legacies of protection and openness help explain the intricacies in the forms of protectionism that political leaders have advocated since World War II. Book excerpt: Differing significantly from previous studies, McFarland's approach to the Mugwumps provides a balanced portrait of these Yankee reformers and their campaigns against boss rule in cities, corruption in national affairs, and American imperialism abroad. The conventional approach has been to concentrate on only a dozen or so of the best known Mugwumps and to trace their careers no further than 1900. In contrast, McFarland greatly extends the number of individuals whose activities must be considered reflections of the movement, discussing a sample of hundreds of active Mugwumps, and traces their careers well into the twentieth century. Mugwump orthodoxy is demonstrated by an examination of their largely negative goals in the anti-Blaine bolt of 1884, their narrow political program during the late 1880s, and their politically disastrous loyalty to Grover Cleveland. But their innovative side is also highlighted by a searching analysis of their successes, including their participation in the movement to professionalize such occupations as law, medicine, and higher education, and their contributions to urban, political, and social reform.
