Book excerpt: For the United States, full involvement in World War II began and ended in the Pacific Ocean. Although the accepted grand strategy of the war was the defeat of Germany first, the sweep of Japanese victory in the weeks and months after Pearl Harbor impelled the United States to move as rapidly as it could to stem the enemy tide of conquest in the Pacific. Shocked as they were by the initial attack, the American people were also united in their determination to defeat Japan, and the Pacific war became peculiarly their own affair. In this great theater it was the United States that ran the war, and had the determining voice in answering questions of strategy and command as they arose. The natural environment made the prosecution of war in the Pacific of necessity an interservice effort, and any real account of it must, as this work does, take into full account the views and actions of the Navy as well as those of the Army and its Air Forces. These are the factors-a predominantly American theater of war covering nearly one-third the globe, and a joint conduct of war by land, sea, and air on the largest scale in American history-that make this volume on the Pacific war of particular significance today. It is the capstone of the eleven volumes published or being published in the Army's World War II series that deal with military operations in the Pacific area, and it is one that should command wide attention from the thoughtful public as well as the military reader in these days of global tension.

Book excerpt: This essay deals with the missionary work of the Society of Jesus in today’s Micronesia from the seventeenth to the twentieth century. Although the Jesuit missionaries wanted to reach Japan and other Pacific islands, such as the Palau and Caroline archipelagos, the crown encouraged them to stay in the Marianas until 1769 (when the Society of Jesus was expelled from the Philippines) to evangelize the native Chamorros as well as to reinforce the Spanish presence on the fringes of the Pacific empire. In 1859, a group of Jesuit missionaries returned to the Philippines, but they never officially set foot on the Marianas during the nineteenth century. It was not until the twentieth century that they went back to Micronesia, taking charge of the mission on the Northern Marianas along with the Caroline and Marshall Islands, thus returning to one of the cradles of Jesuit martyrdom in Oceania.

This shift enabled an unprecedented economic convergence: poor countries grew rapidly and began to catch up with richer countries. Since the 2008 global financial crisis, however, the growth of trade has been sluggish and the expansion of GVCs has stalled. Meanwhile, serious threats have emerged to the model of trade-led growth. New technologies could draw production closer to the consumer and reduce the demand for labor. And trade conflicts among large countries could lead to a retrenchment or a segmentation of GVCs. World Development Report 2020: Trading for Development in the Age of Global Value Chains examines whether there is still a path to development through GVCs and trade. It concludes that technological change is, at this stage, more a boon than a curse. GVCs can continue to boost growth, create better jobs, and reduce poverty provided that developing countries implement deeper reforms to promote GVC participation; industrial countries pursue open, predictable policies; and all countries revive multilateral cooperation.

Book excerpt: The Battle of Attu, which took place from 11-30 May 1943, was a battle fought between forces of the United States, aided by Canadian reconnaissance and fighter-bomber support, and the Empire of Japan on Attu Island off the coast of the Territory of Alaska as part of the Aleutian Islands Campaign during the American Theater and the Pacific Theater and was the only land battle of World War II fought on incorporated territory of the United States. It is also the only land battle in which Japanese and American forces fought in Arctic conditions. The more than two-week battle ended when most of the Japanese defenders were killed in brutal hand-to-hand combat after a final banzai charge broke through American lines. Therefore, all will be interested in this unique narrative by Admiral Wallin. The Navy has long needed a succinct account of the salvage operations at Pearl Harbor that miraculously resurrected what appeared to be a forever shattered fleet. Admiral Wallin agreed to undertake the job. He was exactly the right man for it _ in talent, in perception, and in experience. He had served intimately with Admiral Nimitz and with Admiral Halsey in the South Pacific, has commanded three different Navy Yards, and was a highly successful Chief of the Bureau of Ships. On 7 December 1941 the then Captain Wallin was serving at Pearl Harbor. He witnessed the events of that shattering and unifying "Day of Infamy." His mind began to race at high speeds at once on the problems and means of getting the broken fleet back into service for its giant task. Unless the United States regained control of the sea, even greater disaster loomed. Without victory at sea, tyranny soon would surely rule all Asia and Europe. In a matter of time it would surely rule the Americas. Captain Wallin salvaged most of the broken Pearl Harbor fleet that went on to figure prominently in the United States Navys victory. So the account he masterfully tells covers what he masterfully accomplished. The United States owes him an unpayable debt for this high service among many others in his long career.

But some changes provoke more attention than others, in part due to the vast uncertainty involved in making predictions about the future. The 2019 World Development Report will study how the nature of work is changing as a result of advances in technology today. Technological progress disrupts existing systems. A new social contract is needed to smooth the transition and guard against rising inequality. Significant investments in human capital throughout a person’s lifecycle are vital to this effort. If workers are to stay competitive against machines they need to train or retool existing skills. A social protection system that includes a minimum basic level of protection for workers and citizens can complement new forms of employment. Improved private sector policies to encourage startup activity and competition can help countries compete in the digital age. Governments also need to ensure that firms pay their fair share of taxes, in part to fund this new social contract. The 2019 World Development Report presents an analysis of these issues based upon the available evidence.

Taitano Micronesian Area Research Center in Guam, Alexandre Coello de la Rosa produced this English translation of the first Spanish edition (Madrid, 2013) of the Histoire des isles Marianes (Paris, 1700), by Charles Le Gobien. This present edition stems from a manuscript preserved in the Arxiu de la Companyia de Jesus a Catalunya, in Barcelona, attributed to Father Luis de Morales, who had been part of the Jesuit mission to the Marianas. Thus, this text calls into question the authorship of Father Le Gobien. This book opens with a long introduction analyzing the context of production of the Histoire, together with an annotated edition of the book over ten chapters.
