Book excerpt: The purpose of this study was to test the practicality of the present method of allocating depot maintenance costs based on the number of flying hours (FH) and primary authorized aircraft (PAA). The study addressed two basic research questions: 1) Is it reasonable to assume that flying hours and primary authorized aircraft are appropriate variables to use for development of Air Force depot maintenance cost factors?; and 2) Can percentage allocations presently used for FH and PAA be validated through using a.) regression analysis on fighter and cargo aircraft data, b.) using goal programming as an alternate modeling technique to cross check the regression analysis, and c.) a linear programming formulation as an additional cross check? The study found that throughout all three statistical approaches, FH is the sole significant variable and PAA is relatively insignificant in explaining cost. Furthermore, results show allocation percentages should be 100% to the variable FH.

Book excerpt: This thesis attempts to determine the proportion of depost maintenance costs for cargo aircraft that is flying hour related and the proportion that is inventory related. Currently arbitrary proportions, such as 65 percent to flying hours and 35 percent to inventory, are used. Air Force Directorate of Cost (AF/ACC) uses these allocated costs to prepare life cycle cost and budget year factors for Air Force Regulation (AFR) 173-13, USAF Cost and Planning Factors. Budget factors are used annually in the budget development cycle and directly affect aircraft operating budgets. Life cycle cost factors provide aircraft average yearly operating costs over the lifespan of each aircraft and are used extensively in decision making studies. The analysis is accomplished using ordinary least-squares regression and ridge regression analyses on nine years of actual depot maintenance costs from the Air Force Logistics Command Weapon Systems Cost Retrieval System (WSCRS) for cargo aircraft.

Beginning with Volume 13, the printing and dissemination phases of the activity were transferred to University Microfilms/Xerox of Ann Arbor, Michigan, with the thought that such an arrangement would be more beneficial to the academic and general scientific and technical community. After five years of this joint undertaking we had concluded that it was in the interest of all con cerned if the printing and distribution of the volumes were handled by an interna tional publishing house to assure improved service and broader dissemination. Hence, starting with Volume 18, Masters Theses in the Pure and Applied Sciences has been disseminated on a worldwide basis by Plenum Publishing Cor poration of New York, and in the same year the coverage was broadened to include Canadian universities. All back issues can also be ordered from Plenum. We have reported in Volume 32 (thesis year 1987) a total of 12,483 theses titles from 22 Canadian and 176 United States universities. We are sure that this broader base for these titles reported will greatly enhance the value of this important annual reference work. While Volume 32 reports theses submitted in 1987, on occasion, certain univer sities do report theses submitted in previous years but not reported at the time.

Book excerpt: Part of a larger RAND Project Air Force study on capability-based programming, this report introduces a revealed preference methodology to estimate the value to the United States Air Force of expediting F-15 fighter jet programmed depot maintenance (PDM). Such a valuation estimate would be useful in depot-level cost-benefit analysis. The authors rely on the fact that the Air Force has chosen to pay for intermittent PDM on F-15s to assert that F-15s must have enough value after PDM visits to justify PDM costs. Air Force expenditure data suggest that a typical fiscal year 2005 PDM visit cost about $3.2 million. Using the aircraft valuation curves consistent with PDM being worthwhile, the authors find that expediting an F-15's last PDM visit by a month must be worth at least $60,000. However, using a plausible annual aircraft valuation decline rate, they find that expediting an old F-15's last PDM visit by a month would be worth around $75,000, while expediting a new F-15's first PDM visit by a month would be worth more than $180,000. This report also explores various robustness enhancements. Consideration of aging aircraft issues, for instance, tends to increase the estimated value of expedited PDM.

Book excerpt: The model developed in this study has two cost estimating relationships (CERs) for estimating depot maintenance costs in its two categories: depot maintenance cost per Promary Authorized Aircraft (PAA); and, depot maintenance cost per flying hour. The data source used for depot maintenance costs is the Weapon Systems Cost Retrieval System (WSCRS) as developed by HQ AFLC. The CERs developed used empty weight of fighter and attack aircraft to predict the cost of depot maintenance per PAA. For depot maintenance cost per flying hour, the variables used were combat radius, thrust-to-weight ratio, and empty weight. The study found that the F-111 was a significant outlier with respect to the data set, but even when included in the data base the F-111 enhanced the values of the statistics for the model and improved the ability of the model to predict. The relationship found for depot maintenance cost per PAA in the CER developed, was not as strong a predictor as was the CER developed for depot maintenance cost per flying hour. This conclusion agrees with previous studies that have tried to determine significant relationships between depot maintenance costs and those costs attributed to the number of PAA. (Theses).

Book excerpt: Projected dollar and manpower reductions in the depot maintenance area have prompted the Air Force to study possible ways of reducing costs without decreasing support capability. The Air Force decided that the best means to reduce maintenance costs while insuring high usage of depot maintenance facilities and capabilities was to redistribute the depot-level maintenance workload by technology rather than by a weapons system. This redistribution, which concentrates the workload into a single repair facility when items require similar skills, equipment, and facilities in the repair process, is called the technology repair center concept. The Air Force recognized the need for operational change and developed the proper mechanics for planning it. However, the benefit-cost projections used to justify the technology repair center concept may be questionable because: (1) the depot maintenance cost accounting system could not provide adequate data on Air Logistics Center maintenance operations; (2) the audit trail was insufficient to verify some benefits; and (3) the tracking mechanism used could not isolate benefits and costs attributable to the technology repair center concept from other ongoing projects. Due to these limitations, a precise evaluation of the claimed benefits and costs was impracticable.
