Book excerpt: For certification and measurement control, nondestructive assay (NDA) instruments and methods used for verification measurements of special nuclear materials (SNMs) require calibrations based on certified reference materials (CRMs), or working reference materials (WRMs), traceable to the national system of measurements, and adequately characteristic of the unknowns. The Department of Energy Office of Safeguards and Security is sponsoring production of a comprehensive guide to preparation of NDA standards. The scope of the report includes preparation criteria, current availability of CRMs and WRMs, practical considerations for preparation and characterization, and an extensive bibliography. In preparing the report, based primarily on experience at Los Alamos, they have found that standards preparation is highly dependent on the particular NDA method being applied. They therefore include sections that contain information specific to commonly used neutron and gamma-ray NDA techniques. They also present approaches that are alternatives to, or minimize requirements for physical standards.

Book excerpt: Los Alamos National Laboratory (LANL) has created a near-real-time Measurement Control Program (MCP) that integrates with Local Area Network Material Accounting System (LANMAS). The program was designed to take the place of an aging accounting system at LANL which incorporated the measurement control. LANL's Material Control and Accountability (MC & A) group developed many bolt-on features to enhance LANMAS called LAM CAS (Los Alamos Material Control and Accounting System), one of those bolt-on enhancements was to develop the MCP to replace the previous version. MCP was developed with the multiple end-user groups in mind by creating a near-real-time system that was user friendly, provided access controls, and account status of the measurement control systems.

The equipment is contaminated with alpha emitters at levels up to 1012 dpm/100 cm2. The objective of decontamination is to reduce the TRU concentrations below 10 nCi/g of waste. A portable NDA procedure using NaI(T1) gamma-spectrometric techniques was selected to measure the residual Pu and 241Am in the glove boxes. Assays were performed at different stages in the decontamination process to estimate the detection system sensitivity and the effectiveness of the cleaning efforts.

Book excerpt: The material control and accountability measurement program at Los Alamos National Laboratory has remained essentially the same for multiple decades. Criteria for the acceptance of verification and confirmation measurement results, the exact timing of measurement performance, and the measurement techniques have slowly evolved, but the safeguards program continues to perform measurements at the time of regularly scheduled inventories and material movements. Little safeguards inventory credit is given to the multitude of nondestructive assay measurements made by operations personnel during the normal course of operations. By taking safeguards credit for these measurements and instituting a random sampling procedure for determining the timing of additional measurements, LANL can both enhance safeguards and reduce the impact of these activities on programmatic work. This more efficient approach will provide increased assurance of the inventory and contribute to increased detection and assessment when implemented as part of an integrated material control and detection and assessment program. The authors propose one option for this continuous measurement approach. Demonstration of successful implementation at one NNSA facility could then be used to asses the viability of implementation of similar programs throughout the NNSA complex.

India-United States Cooperation on Global Security is the summary of a workshop held by the U.S. National Academy of Sciences (NAS) together with its partner of more than 15 years, the National Institute for Advanced Studies (NIAS) in Bangalore, India. The workshop identified and examined potential areas for substantive scientific and technical cooperation between the two countries on issues related to nuclear material security. Technical experts from India and the United States focused on topics of nuclear material security and promising opportunities for India and the United States to learn from each other and cooperate. This report discusses nuclear materials management issues such as nuclear materials accounting, cyber security, physical security, and nuclear forensics.
