Book excerpt: As the Japanese economy languished in the 1990s Japanese government officials, business executives, and opinion leaders concluded that their economic model had gone terribly wrong. They questioned the very institutions that had been credited with Japan's past success: a powerful bureaucracy guiding the economy, close government-industry ties, "lifetime" employment, the main bank system, and dense interfirm networks. Many of these leaders turned to the U.S. model for lessons, urging the government to liberate the economy and companies to sever long-term ties with workers, banks, suppliers, and other firms.Despite popular perceptions to the contrary, Japanese government and industry have in fact enacted substantial reforms. Yet Japan never emulated the American model. As government officials and industry leaders scrutinized their options, they selected reforms to modify or reinforce preexisting institutions rather than to abandon them. In Japan Remodeled, Steven Vogel explains the nature and extent of these reforms and why they were enacted.Vogel demonstrates how government and industry have devised innovative solutions. The cumulative result of many small adjustments is, he argues, an emerging Japan that has a substantially redesigned economic model characterized by more selectivity in business partnerships, more differentiation across sectors and companies, and more openness to foreign players.

Tessa Morris-Suzuki provides the first comprehensive English language survey of the development of economic thought in Japan. She considers how the study of neo-classical and Keynesian economics was given new impetus by Japan's 'economic miracle' while Marxist thought, particularly well established in Japan, was developing along lines that are only now beginning to be recognized by the West. Book excerpt: From being the last country in the world to open its doors to global trade in the 1850s to becoming the second industrialized nation in the 1960s, Japan has experienced impressive economic and social development over the last two centuries. In the last three decades, however, it became entrenched in a long phase of economic stagnation, dropping from second to third place in the global economy, having been overtaken by China in 2010. Inspired by the recent works on the history of capitalism, this history of business shows that the Japanese company was not the product of a unique national culture. Japanese capitalism was largely shaped by a political, economic, and institutional environment, which offered a variety of new opportunities to entrepreneurs, who also played a central role in the process of change. Rural capitalism that formed during the period of national seclusion shifted to industrial capitalism after the opening of the nation to global trade: this form of capitalism was close to those observed in other late industrializing countries, and was characterized by the monopolistic domination of large business groups or zaibatsu during the interwar years. The Second World War saw the emergence of wartime capitalism with the central government as the dominant actor in the economy, and, after 1945, the need to reconstruct the country and catch-up with advanced Western economies gave birth to a new form of capitalism based on a cooperative relationship between business and the state: communitarian capitalism, more broadly known as the Japanese Business System. The liberalization and deregulation brought new changes in the business system, marked by the emergence of financial capitalism in the 1980s and 1990s.

This new era, symbolized by the postmodern city of Tokyo, has ushered in not only technological innovation and economic prowess, but changing attitudes and values among Japanese young people. This transformation is not an uncommon or even new phenomenon, but simply the result of modern life. And one of the symptoms of modernity is the prevalence of an "ethics of materialism," the ever-increasing concern for the acquisition of wealth and commodity goods, sometimes at the expense of the concern for human life itself. Walter Benjamin (1892-1940) was a German-Jewish philosopher whose writings examined topics including, but not limited to, art, history, and politics. His life's work, published posthumously as The Arcades Project, is a "literary montage" combining excerpts from written works related to life in 19th-century Paris and Benjamin's own commentaries and reflections. Benjamin's project on Paris of the 19th century foreshadows what is now occurring in 21st-century Tokyo, and Japan in general. Like the Paris of yesteryear, life in modern Tokyo is essentially a "dream image" that warps people's perception of the world in which they live. The public thus finds itself trapped in what Benjamin refers to as the "phantasmagoria," an illusory reality of a relatively flawless society. But this phantasmagoria shrouds the "grotesqueness" of underlying truths such as the failure of advances in science and philosophy to eradicate poverty, discrimination and other social inequities. Drawing from a selection of Benjamin's writings including The Arcades Project, this thesis explores the social consequences as well as the political implications of the rise of commodity capitalism in modern Japan, concluding with a discussion on how political action can re-humanize a citizenry that has been "commodified" by their materialistic desires. Walter Benjamin wrote about a past generation while appealing to his own, and as this discourse on the Tokyo Phantasmagoria will reveal, Benjamin appeals to our generation as well.

Rather than focusing on the evolution of the performance of Japanese capitalism, this book reflects on the changes that it has experienced over the past 30 years, and presents a comprehensive analysis of the great transformation of Japanese capitalism from the heights of the 1980s, through the lost decades of the 1990s, and well into the 21st century. This book posits an alternative analysis of the Japanese economic trajectory since the early 1980s, and argues that whereas policies inspired by neo-liberalism have been presented as a solution to the Japanese crisis, these policies have in fact been one of the causes of the problems that Japan has faced over the past 30 years. Crucially, this book seeks to understand the institutional and organisational changes that have characterised Japanese capitalism since the 1980s, and to highlight in comparative perspective, with reference to the ‘neo-liberal moment’, the nature of the transformation of Japanese capitalism. Indeed, the arguments presented in this book go well beyond Japan itself, and examine the diversity of capitalism, notably in continental Europe, which has experienced problems that in many ways are also comparable to those of Japan.
