Book excerpt: In summary, we have shown that there are distinct areas of important coincidence between the policy sciences and future studies, overlaps which suggest a close relationship between the two. Policy analysis has almost been universally accepted by public policymakers as a profession and discipline which can improve the quality of the policy process. One does not have to agree completely with Dror that policy-oriented futures research is a subfield of the policy sciences to appreciate that many of the justifications which have been established the legitimacy of the latter are salient tot eh former, Similarly, many of the evaluative criteria which have proven useful in assessing policy research are applicable to future studies as well. Although essential differences can be distinguished between the two approaches, they do not invalidate the comparisons nor deny the possible growth of futures studies as a result of the relationship. The legitimization of future studies as a public policy exercise (as opposed to an intellectual indulgence) should not then be at issue. Moreover, the demonstrated commonalities between futures studies and the policy sciences encourages one to apply the multidisciplinary, contextual approaches and evaluations which characterize the latter to the problem-oriented topics of the former, albeit with discernment because of the noted differences in time horizons.

Furthermore, this approach encompasses specific considerations of implementation, political feasibility, and organization redesign. Organized into three parts, this book begins with an overview of policy sciences followed by a description of the adaptive analytical framework of situational normativism. Policy making is considered as a process of adaptation and a policy-making system generally composed of two or more coupled policy makers, each of whom is viewed as an adaptive purposeful system, is described. The last part consists of nine original cases that demonstrate the application of specific methodologies to real-world problems within the framework of situational normativism. Three of the case studies focus on the zoning decision process in the city of Pittsburgh; the use of a Delphi procedure to isolate and define the influential goals of an organization; and national policies toward foreign private investment. Book excerpt: In The Will to Predict, Eglė Rindzevičiūtė demonstrates how the logic of scientific expertise cannot be properly understood without knowing the conceptual and institutional history of scientific prediction. She notes that predictions of future population, economic growth, environmental change, and scientific and technological innovation have shaped much of twentieth and twenty-first-century politics and social life, as well as government policies. Today, such predictions are more necessary than ever as the world undergoes dramatic environmental, political, and technological change. But, she asks, what does it mean to predict scientifically? What are the limits of scientific prediction and what are its effects on governance, institutions, and society? Her intellectual and political history of scientific prediction takes as its example twentieth-century USSR. By outlining the role of prediction in a range of governmental contexts, from economic and social planning to military strategy, she shows that the history of scientific prediction is a transnational one, part of the history of modern science and technology as well as governance. Going beyond the Soviet case, Rindzevičiūtė argues that scientific predictions are central for organizing uncertainty through the orchestration of knowledge and action.
