They were invited by the minister to discuss freely in his ante-chamber, filled with the enemies of Cuban rights, all questions except three - political, religious and monarchi cal institutions. Humiliated and confounded, brow-beaten by the enemies of all radical reform, the Cuban representatives were sent home, bringing back for their fellow-citizens a summary of increased taxes, in the preparation of which they had not been permitted to participate.
