Book excerpt: West Virginia sprang into existence as a state in the midst of the Civil War, and "base ball," as it was called then, was close on the heels of statehood. A game in 1866 hosted by the Hunkidori Base Ball Club in Wheeling, is considered the first "match game of Base Ball." Some historians contend the game spread via the movement of soldiers who were from urban areas. The real roots of baseball are not the romantic image of rural boys in sandlots or lazy father-son afternoons. It was born and came of age as an urban sport, a social pursuit of well-heeled young men that in the early days often involved banquets and shows following each game. The author traces the history of minor league and independent league baseball in West Virginia. Baseball below the minor leagues has a rich and comparatively unexplored history, and West Virginia has made substantial contributions to this legacy. Chapters examine the chronological history of baseball and the larger economic and cultural changes that have influenced it. Eras include baseball as a social game (through 1873); the emergence of professional baseball (through 1895); its second boom (through 1905); the deadball era (through 1920); the Martinsburg dynasty (1914 to 1934); as a miners' sport (1920 to 1941); the Middle Atlantic League (1925-1942); the Mountain State League (1937-1942); the postwar years (1945-1955); the nadir (1955-1985); and "A Minor Miracle" (1985-2000), a chapter that heralds a comeback in the popularity of professional baseball.

Book excerpt: This report--a joint effort of the Federal Reserve's Community Affairs function and the Brookings Institution's Metropolitan Policy Program--examines the issue of concentrated poverty and profiles 16 high-poverty communities from across the country, including immigrant gateway, Native American, urban, and rural communities. Through these case studies, the report contributes to our understanding of the dynamics of poor people living in poor communities, and the policies that will be needed to bring both into the economic mainstream. It is not the intention of this publication to explain poverty causation. Instead, the goal is to add texture to our understanding of where and how concentrated poverty exists, by studying new areas and by interviewing local stakeholders, including residents, community leaders, and government representatives, to understand how concentrated poverty affects both individuals and communities. The report begins with "Concentrated Poverty in America: An Overview" (Alan Berube) and "Introduction to the Case Studies" (Carolina Reid). It then presents the following 16 case studies: (1) Fresno, California: the West Fresno neighborhood (Naomi Cytron); (2) Cleveland, Ohio: the Central neighborhood (Lisa Nelson); (3) Miami, Florida: the Little Haiti neighborhood (Ana Cruz-Taura and Jessica LeVeen Farr); (4) Martin County, Kentucky (Jeff Gatica); (5) Blackfeet Reservation, Montana (Sandy Gerber, Michael Grover, and Sue Woodrow); (6) Greenville, North Carolina: the West Greenville neighborhood (Carl Neel); (7) Atlantic City, New Jersey: the Bungalow Park/Marina District area (Harriet Newburger, John Wackes, Keith Rolland, and Anita Sands); (8) Austin, Texas: the East Austin neighborhood (Elizabeth Sobel); (9) McKinley County, New Mexico: Crownpoint (Steven Shepelwich and Roger Zalneraitis); (10) McDowell County, West Virginia (Courtney Anderson Mailey); (11) Albany, Georgia: the East Albany neighborhood (Jessica LeVeen Farr and Sibyl Slade); (12) El Paso, Texas: the Chamizal neighborhood (Roy Lopez); (13) Springfield, Massachusetts: Old Hill, Six Corners, and the South End neighborhoods (DeAnna Green); (14) Rochester, New York: the Northern Crescent neighborhoods (Alexandra Forter Sirota and Yazmin Osaki); (15) Holmes County, Mississippi (Ellen Eubank); and (16) Milwaukee, Wisconsin: the Northwest neighborhood (Jeremiah Boyle). Following these case studies is "Learning from Concentrated Poverty in America: A Synthesis of Themes from the Case Studies" (Alan Berube, David Erickson, and Carolina Reid). Recognizing his talent, his parents and teachers encouraged him to attend the Art Institute of Chicago. After high school graduation in 1924, he boarded a train for Chicago, where for ten years he studied and worked with his mentor, the muralist John Norton. Drawn back to the Southwest in 1934, Lea lived in Santa Fe for two years and then returned to El Paso, which has been his home ever since." "During World War II, Lea was a war correspondent for Life magazine, and he witnessed action in the North Atlantic, the South Pacific, Europe and North Africa. As a portraitist, he came in personal contact with men who changed the course of history, including Jimmy Doolittle, Claire Chennault, and Chiang Kai-Shek. After the war, an assignment with Life took him to Mexico where his interest was stimulated in bullfighting. That experience led to the writing of his first novel, The Brave Bulls, published in 1949.
