Book excerpt: This note documents results of an evaluation of selected management issues associated with the development of the Collocated Operating Base (COB) program in NATO. The COB concept was developed in response to the requirements for bedding down the large number of USAF aircraft to be sent to Europe in support of current contingency plans to augment forces of the U.S. Air Forces in Europe (USAFE) based in the theater. The research was designed to: (1) assess the current status of the COB system of air bases in Europe; (2) evaluate the capability of the COBs, especially their ability to generate and sustain wartime sorties; (3) identify means of enhancing the combat contribution of the COBs; and (4) identify actions that could improve the wartime readiness of COB-related resources. The authors suggest that the USAFE staff must develop two general policy areas to ensure that the COBs, as a system, provide the planned defense posture; a concerted program to increase the peacetime emphasis on developing the COBs as a system; and specific programs to evaluate, test, and increase the war-fighting capabilities of the COB-based augmentation air forces.

USAFE developed the Deployable Air Base Kits program, focusing on pre‐positioning U.S. Air Force equipment throughout USEUCOM’s area of responsibility. The kits include tents, vehicles, medical supplies, and airfield repair equipment. According to USAFE officials, the kits will enhance the USEUCOM and the U.S. Air Force’s capability to stand up an air base in the event of a contingency; thereby, reducing the time and cost of transporting equipment from either the continental United States or other existing bases in the USEUCOM area of responsibility.

Book excerpt: Coalition logistics refers to collaborative support of military forces by allies, including host nation support, cooperative management of supply and maintenance, and shared logistics planning for codeveloped weapon systems. Coalition logistics has never been a dominant theme of combined operations in U.S. alliances. As a result, opportunities for coalition logistics are going unrealized or underexploited, and payoffs from pursuing these opportunities have not been analyzed. This Note reports on a survey of such opportunities as they pertain to the U.S. Air Force and outlines prerequisite research needed to capitalize on them. Despite formidable political and economic obstacles to implementing coalition logistics, there are trends at work that appear to augur favorably for that approach in the long run. The author suggests research areas for assessing the merits of possible directions for coalition logistics and to determine how to reduce the barriers to implementation.

Book excerpt: In response to a congressional request, GAO evaluated the Department of Defense's (DOD) efforts to correct deficiencies in the defense and survivability of its air bases in Europe. GAO found that: (1) the U.S. Air Force in Europe (USAFE) had begun to identify and correct problems in its Air Base Operability (ABO) Program at its main and collocated operating bases; (2) USAFE reallocation of funds from ABO hampered DOD efforts to correct program deficiencies; (3) because USAFE withdrew ABO design funds for collocated bases in January 1988, in anticipation of budget cuts, project designs were not complete and the projects did not qualify for additional budget funds; and (4) although reallocation of funds from ABO should not threaten ABO initiatives, the delay in implementing them could be lengthy.
