Book excerpt: The purpose of this study is to address the most significant issues of natural resource management in the Philippines. The natural resources of concern in this study include principally vegetation, notably forests and their watershed functions; soils, together with their nutrient stocks; water supplies, used for irrigated agriculture, hydropower, and industrial and household needs; and fisheries, both marine and inland. The issues addressed concern the extent and rate of degradation of these resource stocks, the impact thereof on the natural economy, and the scope for ameliorative measures through policy responses and management changes. The initial sections of the report deal with the status of the natural resource base and the process leading to its degradation, including the fundamental causes. Subsequent sections evaluate the public and private institutions involved in resource management; and apply a largely economic perspective in reviewing the social costs of degradation, critiquing alternative interventions, and examining the impacts of the economic environment. The final section outlines a comprehensive strategy for improving natural resource management combining institutional and policy reforms with programs of extension and public investment.

Book excerpt: This book is an outcome of a research project on "Sustainable Forestry and the Environment in Developing Countries". The project has been run by Metsantutki muslaitos METLA -the Finnish Forest Research Institute since 1987 and will be completed this year. A major output by this project has so far been a report in three volumes on "Deforestation or development in the Third World?" The purpose of our multidisciplinary research project is to generate new knowl edge about the causes of deforestation, its scenarios and consequences. More knowledge is needed for more effective, efficient and equitable public policy, both at the national and intemationallevels in supporting sustainable forestry in develop ing countries. Our project has specifically focused on 90 tropical countries as one group and on three subgroups by continents, as well as the three case study countries, the Philippines, Ethiopia and Chile. The University of Joensuu has been our active partner in the Philippine study. We have complemented the three cases by the analyzes of Brazil and Indonesia, the two largest tropical forest-owning countries. Some other interesting country studies were annexed to complement our book both by geography and expertise. The United Nations University, World Institute for Development Economics Research, UNUIWIDER in Helsinki Finland has also been partly engaged. Most of the results from its project on "The Forest in the South and North in Context of Global Warming" will, however, be published later in a separate book.

Book excerpt: Fishing for Fairness develops an explicitly cultural perspective on environmental politics in the Philippines by analysing the responses of fishers to marine resource regulations. In the resource frontier of the Calamianes Islands, fishing, conservation and tourism provide the context where competing visions of how to engage with marine resources are played out. The book draws on data from ethnographic fieldwork with fishers, government and NGO officials, fish traders and tourism operators to show how the strategic responses of fishers to management initiatives are couched within particular cultural idioms. Tapping into broader notions of morality in the Philippines, fishers express a discourse that emphasises their poverty and the obligations of the wealthy to treat them with fairness. By deploying this discourse, fishers are able to reframe what are--on the surface--questions of environmental management into issues about poverty within particular social relationships. By using a cultural political ecology framework to analyse fishers' responses to regulation, the book emphasises the distinctive ways in which marginalised people in the Philippines resist and reframe resource management initiatives. Fishing for Fairness will appeal to both academics and policy makers interested in marine resource management, political ecology, anthropology and development studies particularly throughout the Asia-Pacific.
