Book excerpt: The tank was arguably the most important technological innovation that developed during World War I; however, without the support of the British Army and the allocation of important wartime resources, it would have remained merely a peripheral weapon. For far too long, the depiction of the British War Office and GHQ, France, as anti-technological and cavalry-oriented has persisted. While some historians have recently challenged this view, much of the traditional versus progressive school of thought, in regard to the production and employment of the tank, still survives. By posing the question: was the tank a peripheral weapon? this work reveals the vital role of the War Office in the production and employment of this stunning new weapon. The War Office was behind the creation of the original Tank Committee, the New or Advisory Tank Committee, the Tank Directorate and the Tank Board. It was these bodies, particularly the Tank Board, established in 1918, that facilitated the crucially important liaison between the users of tanks in France and the producers at the Ministry of Munitions. Without War Office involvement in this way, without its continued orders for more and better tanks, and without the consistently high priority status accorded to tank production by General Haig, it is inconceivable that the tank would have reached the level of technical sophistication, and therefore usefulness, that it had by late 1918.

Instead a very different picture is now emerging of armies desperately looking to a wide range of often untested and immature scientific and technological innovations to help break the deadlock of the Western Front. Nowhere is this better illustrated than in the development of tank warfare, which both the British and the French hoped would give them a decisive edge in their offensives of 1917 and 1918. Whilst the British efforts to develop armoured warfare have been well chronicled, there has been no academic study in English on the French tank force - the Artillerie Spéciale - during the Great War. As such, this book provides a welcome new perspective on an important but much misunderstood area of the war. Such was the scale of the French tanks’ failure in their first engagement in 1917, it was rumoured that the Artillerie Spéciale was in danger of being disbanded, yet, by the end of the war it was the world’s largest and most technologically advanced tank force. This work examines this important facet of the French army’s performance in the First World War, arguing that the AS fought the war in as intelligent and sensible a manner as was possible, given the immature state of the technology available. No amount of sound tank doctrine could compensate for the fragility of the material, for the paucity of battlefield communication equipment and for the lack of tank-infantry training opportunities. Only by 1918 was the French army equipped with enough reliable tanks, as well as aircraft and heavy-artillery, to begin to exercise a mastery of the new form of combined-arms warfare. Beyond its impact in Asia, the work has been required reading in translation for US military personnel since the Cold War. Sun Tzu has been interpreted as arguing for 'Indirect Strategy' in contrast to 'Direct Strategy,' the latter idea stemming from Ancient Greece. This is a product of twentieth-century Western thinking, specifically that of Liddell Hart, who influenced Samuel B. Griffith's 1963 translation of Sun Tzu. The credibility of Griffith's translation was enhanced by his combat experience in the Pacific during World War II, and his translation of Mao Zedong's On Guerrilla War. This reading of Sun Tzu is, however, very different from Chinese interpretations. Western strategic thinkers have used Sun Tzu as a foil or facilitator for their own thinking, inadvertently engaging the Western military tradition and propagating misleading generalizations about Chinese warfare.
