Book excerpt: The purpose of this thesis is to create a set of core performance metrics that will be used to evaluate how effective price-based acquisition is in the accomplishment of eliminating or reducing the differences between the Department of Defense's acquisition process and the buying practices of the private sector in the procurement of goods and services. A survey of acquisition professionals at various contracting organizations throughout the Services was conducted to gain an insight into the current understanding and use of price- based acquisition in the contracting process. From the literature review and responses to the survey an analysis was conducted on the current goals, understanding and use of price-based acquisition in the Department of Defense. It was found that the current understanding and use of price-based acquisition is limited in the acquisition process. From the data collected during this research a set of goals and performance metrics were defined for the measurement and evaluation of the primary goals of price-based acquisition.

Available in PDF, EPUB and Kindle. Book excerpt: "The profitability of merger and acquisition (M&A) activity has generated a small mountain of research over the past 20 years" (Bruner, 2002: 48). This 'small mountain' uses a variety of measures to determine acquisition success - with more than ambiguous results. This thesis adds to this discussion from a different perspective: practitioners were asked to illustrate their approach to measuring acquisition performance. Drawing from a survey of 24 very active acquirers, this thesis generates two main findings. First, it reviews the various criteria used to measure acquisition performance and presents manager's assessment of each of them. Findings indicate that accounting-based measures and non-financial criteria are significantly more important than those of a stock market nature. This contradicts most academic approaches that favor stock market-related measurement (in most cases using abnormal returns). In addition, the mutual relatedness of the criteria is discussed. Second, the thesis identifies companies that have pursued or are currently pursuing an acquisition program, defined as the acquisition of several mutually related targets. Five of these companies are introduced in more detail, as are the characteristics of their respective acquisition program. I also elaborate on the performance measurement of these programs. A five-dimensional framework is used to compare the performance measurement of the case study companies. Results show that acquisition programs have existed for quite a while. Only one major difference could be found to the measurement of single acquisitions: due to their larger relative size, acquisition programs have a more significant potential impact on the company's stock price and, as such, are more carefully watched by analysts and shareholders. Hence, stock market-oriented criteria seem to be more meaningful than for single acquisitions.

This book presents a derived system that is valid and applicable in a real life environment. This book presents an adjusted way of measuring the performance of purchasing departments by introducing new ways. A methodology for the objective assessment of the contributing factors by defining the role of purchasing, its tasks, goals and direct and indirect influence on the company's value by using a scorecard system. The proposed system has been put in practice for validation. This book provides a significant step in understanding performance measurement of the purchasing function. The proposed methodology constitutes a scientific advancement, successful in quantifying (through a catalogue of criteria) the measurement of a purchasing department's performance, for the assessment of the purchasing function's contribution to the company's value (financial and non-financial contributors). Further views on the current role of purchasing in the automotive industry, if its role should be changed in the future as well as how the results of purchasing influences the company's performance are contained, too. In summary, this book is about increasing the awareness of the influence on capabilities and the impact of purchasing actions. The development of a criteria catalogue to measure correctly the monetary and non-monetary influence of the activities of purchasing to drive the company's value in a positive way.

The department set up a committee to develop performance measures and benchmarking procedures and asked the NRC for assistance in this effort. This report presents information and guidance for use as a first step toward development of a viable methodology to suit DOE's needs. Commercial firms indicated that in addition to the results-oriented metrics, internal management metrics that track internal customer satisfaction, personnel training and retention, and ethics violations are also important. Based on an analysis of the commercial aerospace industry and on the experiences of various acquisition reform pilot programs, the authors conclude that a commercial-like acquisition approach could benefit major Air force acquisition programs. The Joint Strike Fighter would be an excellent candidate pilot program for application of acquisition reform measures during engineering and manufacturing development. The authors further recommend that future programs be structured to include greater risk-sharing between contractors and the government. The principal benefits of CMI for the acquisition reform pilot programs have come from the structuring and management of these programs to make them more like complex commercial product markets in which buyers and sellers establish and achieve price and performance targets in a cooperative environment. Earlier Project AIR FORCE research examined implementation in installation support services. The project has now examined purchased services that support weapon system development and sustainment ('systems' services). Under performance-based services acquisition (PBSA), buyers should (1) describe what service is desired (not how to do it), (2) use measurable performance standards and quality assurance plans, (3) specify procedures for reductions in fee or price when services do not meet contract requirements, and (4) include performance incentives where appropriate. The authors conducted interviews at an Air Logistics Center and a Product Center to learn whether and how service contracts included these performance-based practices. Many at the two Centers felt that it is difficult for systems service contracts to satisfy all four of the PBSA criteria. To satisfy the requirement to use "measurable performance standards," for example, some personnel believe that the desired result of a service must be known in advance and objective data must be collected frequently to measure performance against that result. This cannot be easily done for many systems services such as engineering support and advisory and assistance services. Despite this difficulty, however, both Centers use a performance-based approach (applying the other three criteria) to purchase many services, and many personnel felt that they can determine and convey whether the contractor met their needs. The authors conclude that many of the approaches used by the Centers satisfy the intent of the criteria.

Book excerpt: Traditional contracting is primarily transactional, rewarding contractors when deliveries are made or certain process milestones are met. Performance-Based Logistic (PBL) contracting seeks to base contractor incentives on ongoing performance measures to achieve reliability and cost savings. Key to the success of these arrangements are the incentives that align the interests of the customer and the vendor. This report describes the incentives used in PBL contracts, identifies best practices, and provides recommendations for effective incentives going forward. The study team interviewed PBL practitioners including defense-unique contractors, defense-commercial contractors, and experts who are knowledgeable in the government perspective in the United States and abroad. The team supplemented these interviews by analyzing a PBL dataset of U.S. Department of Defense contracts. Of the four identified categories of incentives—time-based, financial, scope, and other—interviews found that time-based incentives stood out for their reliable appeal and relative underuse in the United States.
