Creativity and Conflict Resolution explores a subject with which political communities involved in social conflict have always grappled: creative ways of imagining and actualizing visions of conflict resolution. This is an ambitious question, which concerns human communities at many different levels, from families, regional-independence movements, and national governments, to inter-state alliances. The author argues that unconventional viability lies at the heart of creativity for transcending seemingly intractable inter-communal conflicts. More specifically, conflict resolution creativity is a social and epistemological process, whereby actors involved in a given social conflict learn to formulate an unconventional resolution option or procedure. In the past decade, the model used for reconstructing societies after conflicts has been based on liberal assumptions about the pacifiying effects of 'open markets' and 'open societies'. The book argues that failures in the liberal peace project are not only due to efficiency problems related to its adaptation in adverse local environments, but mostly due to problems of legitimacy of turning an ideal into a doctrine for action. The aim of the book is to scrutinize assumptions about the value of democratization and marketization and realities on the ground by combining theoretical discussions with empirical evidence from key post-conflict settings such as Iraq and Afghanistan. These show the disparities that exist between the ideals and the reality of the liberal peace project, as seen by external peacebuilders and domestic actors. The book then proposes various alternatives and modifications to better accommodate local perspectives, values and agency in attempts to forge a new consensus. A synthesis of peace research and security studies shows that a global grand strategy for human security, with U.S. national security folded into it, is likely to produce more security for the United States than a grand strategy for national security pursued as an end in itself. More security advantages are likely to result from maximizing the "causes" or correlates of peace than from maximizing U.S. military power. Peace reigns when these correlates are present: all nations' security fears are addressed; people can meet basic needs; nations enjoy reciprocal rights and duties; they are treated equitably; their lives are predictable because the international system is governed by the rule of law; and they participate in the decisions that affect their lives through fair representation in democratic global governing processes. This approach revolutionizes thinking about national security policy by transforming it into human security policy. Evidence suggests that the anarchic, militarized balance-of-power system can be gradually changed with help from enhanced international lawmaking and enforcing capacities. To promote change, concerned policymakers and citizens could withdraw their support from U.S. policies that do not serve the common good and work to implement a global grand strategy for human security that would simultaneously serve U.S. security interests and uphold the value of human dignity for all"--

It adopts a dualistic notion of moral responsibility—or differing, related notions of moral responsibility and legitimate authority—to study the conflicts and contradictions of legitimizing the autonomous weapons that are designed to secure peace and neutralize the effects of violence. Foremost, the phrase makes you think of the delivery of sanitary goods, medication, of soup-kitchens. Here we are not supposed to think of interventions of this kind; we have to have humanitarian interventions in mind which are humanitarian intervention-wars. (I) At exactly what point is the use of military force a humanitarian intervention? What is the humanitarian aspect of those interventions? Their occasion? Their motive? Their alleged as well as their actual consequences? (II) At exactly what point are humanitarian intervention-wars morally justifiable? Are they justifiable even if they are wars of aggression breaching international law? And finally: (III) Was the war which was presented to us as the paradigmatic example of a humanitarian-intervention-war, that is: the war in Kosovo in the spring of 1999 (with over 37,000 bombing missions), really justifiable as a humanitarian intervention? Many of us wanted to believe so at the time. Does our ex ante judgement hold today in an ex post reflection? And which lessons for the future should we learn from the success or failure of this humanitarian war? These are the questions proposed in this book; therefore, it is concerned with problems of semantics (part I), problems of moral assessment (part II) and with the moral, legal and political conclusions we draw from our experiences with the war in Kosovo, our primary example of a humanitarian intervention (part III).
