Sara Caputo’s Tracks on the Ocean is a sweeping history of how we have understood routes of travel over the ocean and how we came to represent that movement as a cartographical line. Focusing on the representation of sea journeys in the Western world from the early sixteenth century to the present, Caputo deftly argues that the depiction of these lines is inextricable from European imperialism, the rise of modernity, and attempts at mastery over nature. Caputo recounts the history of ocean tracks through an array of lively stories and characters, from the expeditions of Captain James Cook in the eighteenth century to tracks depicted in Moby Dick and popular culture of the nineteenth century to the use of navigational techniques by the British navy. She discusses how tracks evolved from tools of surveying into tools of surveillance and, eventually, into paths of environmental calamity. Germany, indeed most of Europe, was in the grips of a spirit of militant nationalistic fervour, and the inactivity of the great Imperial Navy caused deep frustration, particularly among the naval officers. Not only were they unable to see themselves as heroes, they were also ridiculed on the home front and felt profoundly humiliated. With the exception of the one sea battle at Jutland, their ships saw little or no action at sea and morale slowly collapsed to a point where, at the end of the war, the crews were in a state of mutiny. The seemingly ludicrous order that forced the fleet to go to sea against the British in 1918 was driven by a sense of humiliation, but coming at the war's end it triggered a revolution because the German sailors wanted no part in such madness. The internment at Scapa Flow was the ultimate shaming. This is a fascinating and perceptive analysis of a whole era, and it contributes substantially to our understanding of the war and its consequences consequences, sadly, that helped pave the way for the Third Reich.

In particular the book looks at how the executive officer corps was presented with a revolution in naval affairs. As the Navy was transformed into an industrialized workplace, officers were challenged by an alteration in the 'culture of command' as arrangements carried over from the days of sail began to breakdown under the practical requirements of a steam and steel fleet. The book charts the ebb and flow of the debate and the various ideas put forward to deal with the structural challenges faced by the Royal Navy. The writings of reformers and commentators such as Fisher, Beresford, Corbett, Laughton and Mahan provide the background to the specific problems faced, and are analysed both in relation to the nature of the reforms implemented, and more crucially, the performance of the 'Senior Service' during the First World War.
