However, if the best results are to be obtained, it is important that these reforms be implemented as part of a consistent development program, rather than simply by treating them as a recipe. To do this, policy makers must understand the range and nature of the policy changes required by accession, their implications for the economy, and the availability and effects of supporting policies. 'China and the WTO' analyzes the nature of the reforms involved in China's accession to the WTO, assesses their implications for the world economy, and examines the implications for individual households, particularly the poor. Its key objective is to provide the information that will allow policy makers to implement WTO commitments and formulate supporting policies to contribute strongly to economic development and poverty reduction. Individual chapters by leading scholars analyze the nature of the reforms in key areas, such as agriculture, services, intellectual property and safeguards and anti-dumping. These chapters form the building blocks for later chapters which analyze the implications of reform for the economy. The book also includes a series of studies that assess the implications for households, taking into account the social safety net policies applying in China, and the impacts of complementary policies in areas such as labor market reform and investments in human capital. Of interest to policymakers, academe and students studying international trade issues and to practitioners in the area of trade and development, 'China and the WTO' is a valuable addition to the wealth of information provided by the World Bank Trade and Development Series.

Book excerpt: The prices of farm products are crucial determinants of the extent of poverty and inequality in the world. The vast majority of the world s poorest households depend to a considerable extent on farming for their incomes, while food represents a large component of the consumption of all poor households. For generations, food prices have been heavily distorted by government policies in high-income and developing countries. Many countries began to reform their agricultural price and trade policies in the 1980s, but government policy intervention is still considerable and still favors farmers in high-income countries at the expense of many farmers in developing countries. What would be the poverty and inequality consequences of the removal of the remaining distortions to agricultural incentives? This question is of great relevance to governments in evaluating ways to engage in multilateral and regional trade negotiations or to improve their own policies unilaterally. 'Agricultural Price Distortions, Inequality, and Poverty' analyzes the effects of agricultural and trade policies around the world on national and regional economic welfare, on income inequality among and within countries, and on the level and incidence of poverty in developing countries. The studies include economy-wide analyses of the inequality and poverty effects of own-country policies compared with rest-of-the-world policies for 10 individual developing countries in three continents. This book also includes three chapters that each use a separate global economic model to examine the effects of policies on aggregate poverty and the distribution of poverty across many identified developing countries. This study is motivated by two policy issues: first, the World Trade Organization s struggle to conclude the Doha Round of multilateral trade negotiations, in which agricultural policy reform is, again, one of the most contentious topics in the talks and, second, the struggle of the developing countries to achieve their Millennium Development Goals by 2015 notably the alleviation of hunger and poverty which depends crucially on policies that affect agricultural incentives.

We first document how the share of aggregate spending dedicated to labour-intensive goods and services shrinks (expands) during downturns (booms), and argue that this contributes to the observed pro-cyclicality of employment and output in labour-intensive industries. Using a two-sector general equilibrium model, we then assess how this demand composition channel influences the cyclical properties of the income distribution. Consistent with empirical evidence, we find income inequality to be countercyclical due to changes in the level of employment and (to a lesser extent) relative factor prices. The model also shows that wealth redistribution policies can potentially involve a trade-off between equality and output, depending on how they affect the composition of aggregate demand.

The model assumes that households are price-takers and is therefore recursive. The decisions modeled include those affecting production and the demand for inputs and those affecting consumption and the supply of labor. Comparative results on selected elasticities are presented for a number of economies. The empirical significance of the approach is demonstrated in a comparison of models that treat production and consumption decisions separately and those in which the decisionmaking process is recursive. The book summarizes the implications of agricultural pricing policy for the welfare of farm households, marketed surplus, the demand for nonagricultural goods and services, the rural labor market, budget revenues, and foreign exchange earnings. In addition, it is shown that the basic model can be extended in order to explore the effects of government policy on crop composition, nutritional status, health, saving, and investment and to provide a more comprehensive analysis of the effects on budget revenues and foreign exchange earnings. Methodological topics, primarily the data requirements of the basic model and its extensions, along with aggregation, market interaction, uncertainty, and market imperfections are discussed. The most important methodological issues - the question of the recursive property of these models - is also discussed.
