Book excerpt: This paper summarizes available research material on the resettlement of South-East Asian, Haitian and Cuban refugees in the United States, and is addressed to policy makers in education and other human services. It is divided into nine chapters in which the author includes material on the government's policy towards these refugees; the response of local communities to the influxes; the refugee experience, camp experience and differing cultural backgrounds; educational programmes for refugees; and, different aspects of adjustment by the refugees. The author draws attention to the lack of serious research on the 1980 influxes of Cubans and Haitians which, she suggests, is due to their ambiguous legal status. The author also suggests that the definition of a refugee be rethought. In referring to the acknowledged failure of the government's "scatter policy", the author emphasises the importance of the community in the refugee's capacity to establish a self-help network and to cope with problems originating from the exodus and from cultural assimilation in the United States. Finally, the author points out that the refugees themselves also require better access to knowledge about what information exists as well as better access to the actual documents and sources. American Indian Ethnic Renewal traces the growth of the American Indian population over the past forty years, when the number of Native Americans grew from fewer than one-half million in 1950 to nearly 2 million in 1990. This quadrupling of the American Indian population cannot be explained by rising birth rates, declining death rates, or immigration. Instead, the growth in the number of American Indians is the result of an increased willingness of Americans to identify themselves as Indians. What is driving this increased ethnic identification? In American Indian Ethnic Renewal, Joane Nagel identifies several historical forces which have converged to create an urban Indian population base, a reservation and urban Indian organizational infrastructure, and a broad cultural climate of ethnic pride and militancy. Central among these forces was federal Indian "Termination" policy which, ironically, was designed to assimilate and de-tribalize Native America. Reactions against Termination were nurtured by the Civil Rights era atmosphere of ethnic pride to become a central focus of the native rights activist movement known as "Red Power." This resurgence of American Indian ethnic pride inspired increased Indian ethnic identification, launched a renaissance in American Indian culture, language, art, and spirituality, and eventually contributed to the replacement of Termination with new federal policies affirming tribal Self- Determination. American Indian Ethnic Renewal offers a general theory of ethnic resurgence which stresses both structure and agency--the role of politics and the importance of collective and individual action--in understanding how ethnic groups revitalize and reinvent themselves. The literature has largely ignored the various culture center models, and the role that such centers play in the experiences of college students. This book fills a significant void in the research on ethnic minority cultural centers, offers the historic background to their establishment and development, considers the circumstances that led to their creation, examines the roles they play on campus, explores their impact on retention and campus climate, and provides guidelines for their management in the light of current issues and future directions.In the first part of this volume, the contributors provide perspectives on culture centers from the point of view of various racial/ethnic identity groups, Latina/o, Asian, American Indian, and African American. Part II offers theoretical perspectives that frame the role of culture centers from the point of view of critical race theory, student development theory, and a social justice framework. Book excerpt: The purpose of this book is to provide the reader with access to an important body of information taken from surveys on the initial adaptation of South East Asian refugees to the United States. The material, devided into eight chapters with numerous tables, is an extension of the findings presented at a panel on the experiences of South East Asian refugees, held in May 1986 at the annual meeting of the American Association for the Advancement of Science. The book, according to the editor, serves as an introduction to a specific kind of research on the adaptation of these refugees as one recent set of immigrants to the United States. The introductory chapter gives some general characteristics of the immigrant population, the contexts of refugee adaptation, and an overview of research on South East Asian refugees. Chapter 2 describes the annual surveys sponsored by the Office of Refugee Resettlement (ORR) and its predecessors, especially those between 1981 and 1985. Chapter 3, entitled 'Differential reference group assimilation among Vietnamese refugees', reports the findings of a three-year panel study of Vietnamese refugees conducted from 1978 to 1981 in Northern California and the central Gulf Coast. Two other chapters deal with the period 1975-1979, concentrating on adaptation within specific areas of the United States. A separate chapter describes a survey of Indo-Chinese refugees in San Diego, California, between 1975 and 1981. Another survey concentrates on the general pattern of refugee achievement, the socio-cultural basis for the economic and educational success of South East Asian refugees. The last chapter gives the result of a comprehensive longitudinal study by the Indochinese Health and Adaptation Research Project (IHARP) in San Diego, California. It encompasses the major 'waves' from 1975 to 1983 and all of the main ethnocultural groups of South East Asian refugees in the United States. It includes sections on English proficiency, occupational adaptation, economic adaptation, health status, psychological adaptation, economic self-sufficiency, education, fertility and adaptation, and depression and adaptation.

The full Directory is now available and continually updated on our website. The large majority of violent conflicts in the world today are conflicts within states, with groups polarized across ethnic and religious divides and not across borders. Ethnic, religious and linguistic minorities are often among the poorest of the poor, suffer discrimination and are frequently the victims of human rights abuses. Time and time again in the past, the United Nations system, governments and even non-governmental organizations (NGOs) working in the field of ‘conflict prevention’ have failed to promote the human rights of minorities or to take early action to promote cooperation between communities. Early action may have prevented the loss of millions of lives in many countries, ranging from Rwanda to the former Yugoslavia, and from Sri Lanka to Guatemala. It is also significant that the Nobel Peace Prize was awarded to the Dalai Lama in 1989 and to Jose´ Ramos-Horta and Bishop Carlos Belo in1996 as a result of their peaceful campaigns to promote the rights of their people. The situation of minorities is, then, a matter of major concern, and it is essential that accurate, objective and up-to-date information is made available. This Directory contributes to that process. It is difficult to assess accurately what proportion of the world’s population identify themselves as belonging to minority communities. Conservative estimates place this above 10 per cent, and some suggest that more than 20 per cent of the world’s population belongs to several thousand different minority groups and subgroups. National statistics are often skewed for political reasons, and there is no universally accepted definition of ‘minorities’. The word has different interpretations in different societies throughout the world, while the United Nations General Assembly has not sought to reach a definition beyond that implied in the title of the UN Declaration on the Rights of Persons belonging to National or Ethnic, Religious and Linguistic Minorities adopted in December 1992. Minority Rights Group focuses its work on non-dominant ethnic, religious and linguistic communities, whether or not they are numerical minorities. The concept thus relates to any self-identified community that is marginalized, without power, unable to take decisions over its destiny and often experiencing high levels of illiteracy, under-education and overt or covert discrimination. The basic rights of such communities need protection and promotion. There is, however, a danger of generalizing about minorities and forgetting the complexity of their social composition, including the rural poor, urban migrants, older people, women and children. These groups may be considered as doubly vulnerable. What makes their situation particularly problematic is that there is often a deliberate political policy on the part of majorities and states not to give due regard to the legitimate interests of minorities, while members of minorities see their identity as central to their social and economic situation. They are often excluded from political power and decision-making in the development process, without equal opportunities to secure a better quality of life. One further danger may lie in regarding ethnicities as fixed, rather than as the potentially fluid phenomena that they often are. ‘Situational ethnicity’ does occur, and individuals and groups do modify their self-identifications depending on circumstances. Please note that the terminology in the fields of minority rights and indigenous peoples’ rights has changed over time. MRG strives to reflect these changes as well as respect the right to self-identification on the part of minorities and indigenous peoples. At the same time, after over 50 years’ work, we know that our archive is of considerable interest to activists and researchers. Therefore, we make available as much of our back catalogue as possible, while being aware that the language used may not reflect current thinking on these issues.
