Book excerpt: After reviewing the new National Military Strategy, the security environment (post cold war), and the modernization vision of jointly deploying to contingencies and maintaining land force dominance, the panel looked at three time frames from which to base its recommendations (1980s, Now, and the Future). Five recommendations were made and will be reviewed in turn, (1) technology upgrades, (2)digitization, (3) simulation, (4) acquisition system, and (5) resources. The Army acquisition strategies for the 1990s are evolving to a future set where technology upgrades will be the option for continued land force dominance as opposed to the new starts of the 1980s. Digitization will be the key strategy to total synchronization of the battlefield by control of the battle space, the tempo, and the environment. New processes and controls such as a two step acquisition process are available from the best commercial practices of industry. They should be applied to modernization through technology upgrades to carry out the vision of land force dominance. Metrics and standards will supplant competition as the control mechanism for costs, risk, performance, and schedule. The Army needs to settle in to a sole source environment within a stable of qualified vendors. Properly controlled, this will assure a vendor base and avoid the no longer affordable cost of competition's sake. The move to the future will not be business as usual. The recommendations of this study call for cultural change. The Army is off to a great start and now needs to shift gears to accelerate this new way of doing business into the mainstream of acquisition.

Book excerpt: Since the late 1940s the United States had based its national military strategy on the necessity of deterring and, if deterrence failed, successfully fighting a global war against the Soviet Union. In 1987 Joint Staff strategists began to examine some of the planning assumptions supporting this strategy. Their review led them to conclude that national military strategy should put greater emphasis on regional planning. While strategists were developing new approaches based initially on assessments of US capabilities but increasingly on their assessment of the reduced threat from the Warsaw Pact, Joint Staff force planners in 1988 began to analyze the force structure that supported current strategy. The prospect of an accelerated decline in defense funding, together with the sweeping changes taking place within the Warsaw Pact, prompted them to recommend significant force reductions. When General Colin L. Powell became Chairman of the Joint Chiefs of Staff in October 1989, he brought to the position his own views on the likely shape of the world in the 1990s and a determination to restructure the US Armed Forces to meet this new environment. He not only gave direction to the efforts already under way on the Joint Staff but pushed them farther, shaping them to conform to his strategic vision. The result was a new national military strategy and a new conceptualization of force structure to support this strategy. This strategy and its supporting configuration of forces marked a major departure from the US approach to the world during the preceding forty-plus years. Their development influenced as well the development of a new national defense strategy and a new national security strategy.

Yet the changes that have characterized the post-Cold War era have often proceeded at different paces and have at times moved in opposing directions, placing unprecedented strain on policymakers seeking to shape a new national security and military strategy. This report describes the challenges policymakers have faced as seen through the lens of the three major force structure reviews that have taken place over the past decade: the 1990 Base Force, the 1993 Bottom-Up Review, and the 1997 Quadrennial Defense Review. The report focuses on the assumptions, decisions, and outcomes associated with these reviews as well as the planning and execution of each. It concludes that all three reviews fell short of fully apprehending the demands of the emerging threat environment, and the budgets that would be needed and afforded, resulting in a growing imbalance between strategy, forces, and resources over the decade. Accordingly, the report recommends that future defense planners adopt an assumption-based approach in which key planning assumptions are continually reassessed with a view toward recognizing--and rapidly responding to--emerging gaps and shortfalls.

Even after these changes, the US military is by far the strongest in the world, with huge advantages in training, equipment, and technology. Despite cutting its annual spending by about 30 percent, the United States spends more than the countries with the six next-largest military budgets combined. Heated debates continue to rage over US military spending. In the late 1990s, many commentators claimed that spending was too low, and the defense budget began to increase for the first time since the mid-1980s. Others argued that the United States had taken on too many military missions -- including frequent humanitarian interventions or peacekeeping operations -- and needed to scale back these deployments. Holding the Line presents objective and detailed assessments of the US defense budget and America's military strategy. Its contributors conclude that the United States must reshape its military to face the real challenges of the coming decades. They call for smaller US forces with more modern weapons, sensors, avionics, and communications systems. They offer recommendations that would enable the US military to transform its forces and make them more effective, while holding the line on defense budget increases.
