Book excerpt: This paper opens with an examination of existing legal restraints on naval forces and arms control agreements and concludes that the U.S. is already heavily engaged in naval arms control. Given the new international security environment and the new U.S. regionally-oriented national security and military strategies, the author then recommends a series of additional naval arms control measures that should be taken: exchanges of data, transparency, INCSEA, cooperative measures, an agreement on the laws of submarine warfare, abolishing NCND, no first tactical nuclear use at sea, NWFZs, advanced notification of operational-level exercises, environmental protection measures, controls over maritime technologies, armed escorts of nuclear shipments, new Roes, PALs, the resolution of outstanding political issues at sea, deep cuts in nuclear forces, CFE follow-on, limits on specific types of naval forces, geographic limits, expanded standing naval forces, and a re negotiation of the ABM Treaty. The paper then addresses verification and compliance issues. Author concludes that since the U.S. Navy has already managed to avoid major arms control while balanced on the precarious 'slippery slope', there is no reason to continue its stonewalling policies.

The effort to limit military power has enjoyed recurring support since shortly after World War I, when the United States, Britain, and Japan sought naval arms control as a means to insure stability in the Far East, contain naval expenditure, and prevent another world cataclysm. Richard Fanning examines the efforts of American, British, and Japanese leaders -- political, military, and social -- to reach agreement on naval limitation between 1922 and the mid-1930s, with focus on the years 1927-30, when political leaders, statesmen, naval officers, and various civilian pressure groups were especially active in considering naval limits. The civilian and even some military actors believed the Great War had been an aberration and that international stability would reign in the near future. But the coming of the Great Depression brought a dramatic drop in concern for disarmament. This study, based on a wide variety of unpublished sources, compares the cultural underpinnings of the disarmament movement in the three countries, especially the effects of public opinion, through examination of the many peace groups that played an important role in the disarmament process. The decision to strive for arms control, he finds, usually resulted from peace group pressure and political expediency. For anyone interested in naval history, this book illuminates the beginnings of the arms limitation effort and the growth of the peace movement.

These events include political changes in USSR, the changing international security environment, the new Soviet military doctrine and strategy, ongoing arms control negotiations, unarticulated U.S. and NATO goals, and changes in Soviet and U.S. planning assumptions and scenarios. Author then analyses three major areas for naval arms control proposals: (1) restrictions on strategic antisubmarine warfare, (2) naval operations, and (3) strategic antisubmarine warfare technology and fanks them on technical grounds. Author reviews the goals of arms control and finds none of these three areas in need of formal regulation. Author concludes with a number of innovative areas for naval arms control in areas of doctrine, strategy, operations, and exercises with concrete recommendations and acceptable (to USN) fallback positions. Book excerpt: This thesis traces the British role in the evolution of international law prior to 1914, utilizing naval arms control as a case study. In the thesis, I argue that the Foreign Office adopted a pragmatic approach towards international law, emphasizing what was possible within the existing system of law rather than attempting to create radically new and powerful international institutions. The thesis challenges standard perceptions of the Hague Peace Conferences of 1899 and 1907 which interpreted these gatherings as unrealistic efforts at general disarmament through world government, positing instead that legalized arms control provided a realistic means of limiting armaments. This thesis explores how a great power employed treaties to complement maritime security strategies. A powerful world government was not advocated and was unnecessary for the management of naval arms control. While law could not guarantee state compliance, the framework of the international legal system provided a buffer, increasing predictability in interstate relations. This thesis begins with an account of how international law functioned in the nineteenth century, and how states employed international law in limiting armaments. With this framework, a legal analysis is provided for exploring the negotiations at the Hague Conferences of 1899 and 1907, and in the subsequent Anglo-German naval arms race. What emerges is how international law functioned by setting expectations for future behaviour, while raising the political cost of violations. Naval arms control provided a unique opportunity for legal regulation, as the lengthy building time and easily verifiable construction enabled inspections by naval attachés, a traditional diplomatic practice. Existing practices of international law provided a workable method of managing arms competition, without the necessity for unworkable projects of world government. Thus failure to resolve the arms race before 1914 must be attributed to other causes besides the lack of legal precedents.

Gray offers a provocative history of twentieth-century attempts at arms limitation, as he challenges the fundamental assumptions of arms control theory. Arms control has never worked, he concludes, because it never can. Existing approaches to arms control appeal to common sense, but they are logically unsound and inherently impractical, Gray argues, because they fail to take political realities into account. He outlines their inadequacies in what he calls the Arms Control Paradox: the more motivated nations are to fight one another, the less interested they will be in supporting significant arms limitations. Under these conditions, arms control agreements must be, to echo a phrase of George Will's, either impossible or unimportant. Documenting the naval treaties of the 1920s and 1930s and the initiatives to limit strategic nuclear arms from 1969 to the present, Gray seeks to demonstrate that the fortunes of negotiated arms limitation have merely reflected the temperature of international relations, rather than influencing those relations.
