The analysis of how individuals obtain and are paid for their skills is fundamental to labor economics. The basic idea of human capital theory is that workers and firms invest in workers' skills in order to increase their productivity, much as persons invest in financial or physical assets to earn income. Workers develop many skills through formal education not tied to an employer, but an important part of their skills are learned on the job. On-the-Job Training focuses on recent literature including empirical research using direct measures of training and theoretical papers inspired by findings from this empirical work. The authors presents a theoretical model showing that costs and returns to general human capital may be shared if training increases mobility costs, if there are constraints on lowering wages, or if there is uncertainty about the value of training at competing employers. This model analyzes the choice of the amount of training, emphasizing the influence of whether the employer can commit to training prior to employment. In addition, the model implies that firms will attempt to match low-turnover workers with training opportunities, which is supported by the empirical literature.

Book excerpt: Skills shortages and skill mismatch are a pressing concern for policymakers in several developing countries, and in East Asia specifically. Providing on-the-job training can be an effective policy tool to shape the skills of the existent workforce to the specific needs of the firms. This paper explores a unique data set of matched employer-employee data for Malaysia and Thailand to estimate the wage return to on-the-job training in these two countries. Exploring propensity score matching estimates, we show that the average wage returns to on-the-job training are 7.7% for Malaysia and 4.5% for Thailand. Furthermore, we find evidence that the wage returns to on-the-job training are higher for males than for females in Malaysia and that, for both countries, returns are higher for workers with at least secondary education.

Book excerpt: As Gary Becker first noted in his seminal article on investment in human capital, the effect of training on wages and mobility can be expected to depend crucially on the degree to which the training is specific or general. While Becker's model is well accepted by labor economists, the topic of specific and general training is an area where empirical work is substantially lagging the theory. The degree of generality incorporated in employer-provided training has implications for topics such as welfare policy and how economists interpret the returns to tenure and experience. In this paper, we explicitly document the specificity and generality of employer-provided training and then analyze how wage growth and mobility are influenced by these direct measures of specific and general training. Our empirical work uses data from the 1993 National Longitudinal Survey of Youth (NLSY) and the Employer Opportunity Pilot Project survey (EOPP). Each of these surveys asked about the degree of generality incorporated in the training that the individual receives. In spite of the emphasis that labor economists have placed on specific training, we find that workers in the NLSY and employers in the EOPP indicate that most of the skills learned in training are useful elsewhere. Furthermore, utilizing a unique measure of relevant experience in the EOPP data, we show that employers not only frequently recognize the value of skills that workers have learned from training provided by previous employers, but they also substitute previous training for their own training. As one would expect, this substitution only takes place when the skills required on the current job are general. In addition, wage equations estimated from both the EOPP and the NLSY data indicate that skills learned in past jobs are rewarded by a worker's current employer. Our mobility equations are also consistent with the hypothesis that much on-the-job training is quite general. Interestingly, we are unable to find any systematic difference in the wage returns to specific and general training provided by the current employer. This can be partly explained by a combination of measurement error in the data, poorly worded questions that do not measure precisely the economic concepts of specificity and generality, and employers sharing the costs and returns to general as well as specific training. In fact, both our within and across job wage equations are consistent with several recent models that predict that employers will often extract some of the returns to the general training they provide.

Flinn developsa job search and wage bargaining model that is capable of generating labor market outcomesconsistent with observed wage and unemployment duration distributions, and also can account forobserved changes in employment rates and wages after a minimum wage change. Flinn uses previousstudies from the minimum wage literature to demonstrate how his model can be used to rationalize andsynthesize the diverse results found in widely varying institutional contexts. He also shows howobserved wage distributions from before and after a minimum wage change can be used to determine ifthe change was welfare-improving. More ambitiously, and perhaps controversially, Flinn proposes theconstruction and formal estimation of the model using commonly available data; model estimates thenenable the researcher to determine directly the welfare effects of observed minimum wage changes.This model can be used to conduct counterfactual policy experiments--even to determine"optimal" minimum wages under a variety of welfare metrics. The development of the modeland the econometric theory underlying its estimation are carefully presented so as to enable readersunfamiliar with the econometrics of point process models and dynamic optimization in continuous timeto follow the arguments. Although most of the book focuses on the case where only the unemployedsearch for jobs in a homogeneous labor market environment, later chapters introduce on-the-jobsearch into the model, and explore its implications for minimum wage policy. The book also containsa chapter describing how individual heterogeneity can be introduced into the search, matching, andbargaining framework.

This empirical research is based on unique monthly data, comprised of the personnel records of workers in a Russian metallurgical enterprise between 2006-2010. Using the original time distributed difference-in-differences technique we control for the effect of workers' mobility and the "non-parallel'' dynamics of earnings in estimates. A qualitative comparison of mobility in trained and control groups is also made by Kaplan-Meier survival curves. The main factors that distinguish this paper from others are the following. (I) We focused on the internal labour market, concluding that it has common peculiarities of wage setting concerned with training as an open labour market. (II) We show that mobility-friendly training programs give high returns, and not only in transition economies. (III) We suggest controlling for mobility by choosing a corresponding control group. (IV) We use a robust new specification that is reactive to different dynamics of the dependent variable in treated and control groups in difference-in-differences estimates. (V) We compared three different kinds of training and our conclusions could have practical application (at least in Russian context). The best way to raise personal earnings is on-the-job training. The internal mobility caused by retraining courses was the same impact on workers as if they lacked retraining. The wages of workers trained in the same field grow randomly for a few months before and after training. Nevertheless it is difficult to prove the causal effect of this kind of training on wage growth.
