Book excerpt: The purposes of this study were to investigate how the new Kenyan agricultural education curriculum was being implemented, factors influencing the implementation process and how the implementation affected students' achievement in agricultural education. A sample of 53 secondary schools was randomly drawn from a total of 969 schools in two provinces. The sample represented rural and urban schools as well as government maintained, government aided and private schools. An achievement test was developed based on the first two years of the secondary school agriculture curriculum. The test was administered to 3,264 Form III students who were supposed to have covered the Forms I and II parts of the curriculum. One survey instrument was administered to the agriculture teacher and a second instrument was administered to the headmaster/headmistress of each participating school. Results indicated that school location and category had no significant influence on methods used in teaching agriculture or content coverage. More topics were either partially or not covered as instruction progressed. Lack of resources and time limitation were reported as the main reasons for partial or no content coverage. Teacher qualifications, school location and school category were observed to have a significant effect on students' achievement. Content coverage and extent of using objectives in instructional planning had no significant influence on students' achievement. An analysis of 13 selected variables related to school educational environment indicated significant influence of the variables on students' achievement but not on content coverage or extent of using objectives. In conclusion, school location, school category, teacher qualification and availability of books were significant factors related to students' achievement. Second, there was no relationship between instructional planning and curriculum implementation. Third, teachers used more theoretical than practical-oriented teaching methods. Consequently, curriculum implementation did not match the syllabus in both content coverage and development of practical skills in agriculture. Fourth, resources available for teaching agriculture varied in secondary schools and most schools lacked these resources. These conclusions call for increased resources for agriculture teacher education, especially in practical skills. The agriculture curriculum should be reviewed to ensure that it is consistent with available resources and time. These actions need to be accompanied by a strong program monitoring system.

By organization is meant the coordination of means to the attainment of the end professed. Included within this meaning is method, as referring more specifically to actual procedure in the inter-activity of teacher and pupil in the classroom, laboratory, shop, and outdoors. Under these two heads particular attention has been given to the study of the curriculum as a revealing factor in the matter of organization and to the activity of the teacher as an instructive factor in the revelation of method. But more or less controlling modifiers of organization, such as qualification of pupils and of teachers, adequacy of equipment, location of school, type of school, and aid from the state, have not been ignored. Out of this coordination of means the attempt is made to evolve those factors which have dominated most conspicuously the organization and method used in the schools studied. The point of view is taken at the start that agriculture is to be regarded as a 'mode of life', rather than as a mere activity of production; that agricultural education has to do with the preparation of youth for life in the country rather than merely with the 'getting things done on farms'. Hence a consideration only of means which have to do with successful production per unit of land or of labor is not sufficient. In a study of the curriculum, heed has been given to the provision of subjects in the schools for so-called agricultural students, other than those which deal with the profitable production of plants or animals. Agriculture in the schools should be a curriculum rather than a course. Nevertheless, it is not uniformly so regarded. By the very nature of things emphasis is thrown in this study upon features that have the productive aspect. In 1888 the University of Minnesota began an experiment at developing an agricultural high-school course. This experiment is of none the less value anal of all the greater interest because it was an outgrowth of the failure of agricultural courses of collegiate grade to gain a foothold in a State university. Just as Congress by its landgrant act forced colleges of agriculture upon the State, this agricultural high-school movement was injected into the school system upon the initiative of farmers and business men. At present between thirty and forty agricultural high schools have been established in the United States. In one line of country-lit'e education school men and nonschool men have together taken up the practical in school work. Farmers and educators together have entered upon the development of rural schools so as to have them cover agriculture and home economics as well as the Three R's. Thus the school people are especially championing the consolidation of rural schools, and the farmers are laying stress upon the introduction of agriculture into all rural schools. Both classes are rap idly coming to favor both propositions. The farmers are coming to see that agriculture can not be successfully introduced into the one-room rural schools, and the teachers are coming to see that agriculture and home economies are to have very strong positions in the primary country school curriculum alongside the Three R's.
