The Confeder acy was a hundred and thirty-three feet long, with an extreme breadth of thirty-five feet, six inches, and was designed to carry twenty-eight guns on the main deck, six on the quarter deck, and two on the forecastle. These ships, which had been authorized by Congress two years or more before, encountered the usual difficulties and delays in getting ready for sea. The Marine Committee in their efforts to expedite matters issued many orders which, owing to slow communication and uncertainty as to the condition of vessels and the state of affairs in dis tant ports, were frequently modified or changed. February 10, it was arranged that the Confederacy, Captain Harding, then at New London, should make a short cruise in Long Island Sound with two vessels of the Connecticut navy. Later she was to join the Queen of France in a cruise along the At lantic coast, in which the Ranger was to take part. Next, inasmuch as the men who served as naval executives administered the laws re lating to naval affairs, and indeed often pre pared these laws before their adoption by the legislative authorities, it was thought best to give a fairly complete resume of the naval legislation of the Revolution. Those laws with which the naval administrators were chiefly concerned have received most attention. The legislation with reference to prize courts and privateering has been treated more briefly. As the privateers do not, properly speaking, form a part of the Revolutionary navy, no attempt to write their history has been made. Book excerpt: Excerpt from The Navy in the War of the American Revolution As soon as the War of the Revolution was fairly entered upon, the subject of a navy engaged the attention of public men, and this was very natural, as the majority of the colonists were descendants of those who owed allegiance to the Mis tress oi the Seas. In October, I776, the Americans (i here use for the first time this distinctive title), had thirteen vessels in course of construction, and ten comparatively large, with several smaller ones in actual service. Early in 1781 all of these, having done more or less good service, had been removed from the list by various causes, mostly disasters. About this time Congress ordered to be built three 74's, five frigates and two smaller vessels. I can find no record of the larger vessels referred to, excepting the America, seventy four guns, a new ship, which was presented to Louis XVI of France in 1782. Private armed vessels, mostly small ones, were fitted out by the Colonies and accomplished, for the opportunities ai forded, effective service.
