This seriously degrades their ability to efficiently and effectively manage their aircraft, equipment, and personnel. Information systems to support both Naval Air Systems Command (NAVAIR) and the operational chain of command include Naval Aviation Depot Information System (NADIS), Naval Air Logistics Data Analysis (NALDA), and Naval Aviation Logistics Command Management Information System(NALCOMIS). The portion of NALCOMIS intended to support OMAs is not scheduled to be fully implemented until 1999. Decisions made at OMAs have an immediate impact on force readiness and mission capability. Moreover, the largest unfulfilled need for information systems in naval aviation community is at the OMAs. This thesis examines the history of Information system in Aviation Maintenance, analyzes why OMAs lack adequate information systems, and offers a solution within the current technological capabilities of the aviation maintenance community. The potential improvement in operational readiness, avoidance of increased maintenance and personnel costs, improved decision making, and accuracy of information made available to all levels of the Navy chain of command makes implementing an Organizational Activity Strategic Information System (OASIS) imperative.

Some possible effects on user personnel and organizational structure during and after the implementation of an on-line real-time computer-based management information system are explored in this thesis. The organizational structure and Management Information Service (MIS) users within aviation maintenance activities are identified. The possible impact on the informal and formal decision-making structures within these activities is predicted using a contingency model. Possible implementation strategies to minimize that impact and maximize the probability of MIS implementation success are investigated. The Naval Aviation Logistics Command Management Information System (NALCOMIS) is used as a vehicle to predict possible implementation impacts and strategies. The NALCOMIS Project Manager and his staff are provided with a partial list of possible problems areas to be aware of during NALCOMIS implementation. (Author).

Specifically, process maps are described for QM documentation, policies, and procedures under both the NAMP and ISO 9000, and then compared and contrasted. Then, a sample ISO 9000 quality manual for the Tool Control Program (TCP) on an intermediate maintenance activity, including how this manual can satisfy the 20 tenets of the ISO 9000 QMS is developed. Finally, recommended changes to NAMP QM procedures, processes, and policies are provided along with expected benefits naval aviation will receive if ISO 9000 is implemented.

Book excerpt: This thesis shows that current plans for Naval Aviation Logistics Command Management Information System for Organizational Maintenance Activities (NALCOMIS/OMA) exclude several important data collection, processing, and reporting activities which currently take place at squadron maintenance activities. The importance of these local activities is demonstrated through interviews with NALCOMIS Phase II users and squadron maintenance managers. It is also shown that, although local in nature, these activities are vital to the achievement of the stated objectives of NALCOMIS.
