Says one of them: It has been objected by some against the Constitution, that it makes no men tion of religion, contains no recognition of the existence and providence of God. But there were reasons why the introduction of religion would have been unsea Sonable if not improper. The Constitution was intended exclusively for civil purposes, and religion could not be regularly mentioned. The difference among the various sects of Christians is such that, in an instrument where all are entitled to equal consideration, it would be difficult to use words in which all could cordially join. The purity of religion is best preserved by keeping it separate from government. For these and other reasons, he adds It was impossible to introduce into the Constitution even an expression of gratitude to the Almighty for the formation of the present Such are the views-of the commentators upon the Constitution of the United States, in which they manifest a cordial zeal for the purity of religion by keeping it separate from govern ment but unfortunately they do not inform us what is to preserve the purity of government after it has become sequestered from religion - has thus solemnly excommu nicated itself. Book excerpt: Excerpt from The Address of the Society of Constitutional Republicans These, then, fellow-citizens, are the pretexts for raising an artificial tempest, in a season of calm and fruitful prospe rity. \vith these pretexts, men deranged by Utopian theories or corrupted by foreign arts; men, formed turbulent by nature, or become so from necessity; men, who delight in confusion, and subsist upon defamation idlers, without social attach-a ments and politicians by trade gathering their scanty num bers into a malignant circle, have scattered envy and malice, fear and suspicion, throughout the land. It was nor to be ex pected, that, indulging a more than Gothic fury, for the de molition of our public institutions, the Malcontents would per mit the venerable m'kean (who had long laboured for their' establishment and preservation), to close his patriotic life in peace. His services and his renown are, indeed, coeval with the dawn of American independence for, he is among the few (the lamentably few) surviving members of the illustrious Congress of 1765; and in every vicissitude of the war of 1776, he was the firm and efficient servant of his country. But nei ther these testimonials nor all the assiduity since displayed by an enlightened mind, for the public good nor the courtesy which age might attract nor the gratitude which bounty should com mand have furnished a shield to protect him from obloquy the most unjust; or from insult the most cruel! A new order of things, required a new character of men. Those who had contributed to rear the fabric of civil government, could never sincerely be beloved, by those who seek to undermine and des troy it. The first election of Governor m'kean was espoused with a zeal that graced the noblest motives; and the second election was distinguished by an unprecedented majority of the suffrages of a free people. In these movements, however, the Malcontents (as far as their co-operation extended) contem plated their own interests, and not the interests of the commu nity. The well-known name of the Patriot, gave assurance of success on the day of election; and, it was imagined, the un suspecting nature of the man, would render him an easy vic tim to the arts of solicitation and intrigue. For awhile, too, the Malcontents seemed to reap the fruits of their speculation. Much was obtained for personal gratification; but more to indulge the vanity of a reflected patronage. To prove the first part of our assertion, we refer to the evidence of Commis sions and Contracts, of Petitions and Testimonials, on the public files of the Secretary's office and, as to the second part, the lapse of time is too short, to have impaired the recollection ofthe pains, which were taken, to create a popular opinion, that the recommendation of the leading Malcontents, was a certain, but an indispensable, passport, to Executive favor. Morgan Kousser criticizes the Court's "postmodern equal protection" and demonstrates that legislative and judicial history still matter for public policy. Offering an original interpretation of the failure of the First Reconstruction (after the Civil War) by comparing it with the relative success of the Second (after World War II), Kousser argues that institutions and institutional rules--not customs, ideas, attitudes, culture, or individual behavior--have been the primary forces shaping American race relations throughout the country's history. Using detailed case studies of redistricting decisions and the tailoring of electoral laws from Los Angeles to the Deep South, he documents how such rules were designed to discriminate against African Americans and Latinos. Kousser contends that far from being colorblind, Shaw v. Reno (1993) and subsequent "racial gerrymandering" decisions of the Supreme Court are intensely color-conscious. Far from being conservative, he argues, the five majority justices and their academic supporters are unreconstructed radicals who twist history and ignore current realities. A more balanced view of that history, he insists, dictates a reversal of Shaw and a return to the promise of both Reconstructions.

The focus of the current doctrine is on conducting combat operations in rural environments. The material available on urban environments is defined in broad terms primarily focused on the larger picture of unconventional warfare. Some considerations and characteristics of urban tactical operations are addressed but are so general they could be applied to a conventional infantry unit as easily as to a guerrilla force. Traditionally, Special Forces guerrilla warfare doctrine has focused on its conduct in a rural environment as historically, most guerrilla movements have formed, operated, and been supported outside of the cities. Increasing world urbanization is driving the "center of gravity" of the resistance, the populace and their will to resist, into urban settings. As populations have gravitated to the cities on every continent, the ability to prosecute a successful guerrilla war has often depended on the ability to conduct combat operations in these environments. Predominantly, the aspects of unconventional warfare that were executed in urban settings were those such as intelligence activities, recruiting, sabotage, or subversion. Guerrilla warfare combat operations were done in urban environments only when absolutely necessary.
