Book excerpt: Belize's parliamentary democracy is best exemplified by its two-party system, with the two leading political parties the People's United Party, 1950 and the National Independence Party, 1958 and its successor the United Democratic Party, 1973, alternating their predominance in government and as the loyal opposition. It may come as a surprise to many that since the 1950s some 26 parties, many of them long-defunct and now forgotten, have sought to influence the political future of the country. In this work, Lawrence Vernon, a distinguished librarian and political historian, sets out to chronicle the development of these parties in an effort to ensure that their leaders, manifestos, and impact are not left locked away in archives or in the memories of a few. After introductions which rightly so identify the 1949 devaluation of the British Honduras Dollar as the match that lit the nationalist fires and underscores the importance of Antonio Soberanis Gomez as the father of both trade unionism and nationalism, the First and Third Sections are devoted to the rise of the People's United Party (P.U.P.) and the United Democratic Party (U.D.P.) from their founding (1950 for the former and 1973 for the latter) up to independence. Section Two describes the rise of those parties that were in opposition to the P.U.P. starting with the National Party in 1951 and ending with the People's Development Movement in 1969. Section Four briefly tells the stories of six small parties that were active between 1974 and 1981. Section Five examines 10 parties that have sought to become viable third parties, beginning with the National Alliance for Belizean Rights in 1991. The book ends with short notes on the multiple elections in 2015 that culminated with the U.D.P.'s historic third-term victory. The author has systematically examined Belizean newspapers, particularly that goldmine of Belizean history, the Belize Billboard, to gather a wide array of information on these parties. The focal points of the narrative are the parties' origins, leaders, candidates, aims, performance in elections, stance on national issues and, all too often, their demise or merger. The numerous tables of elections results are a great resource, as well as Appendix IV with the national elections results (1984-2015). Thus, the book provides a handy guide for the student who perhaps has never heard of the Christian Democratic Party, (nor its predecessor the Democratic Agricultural and Labour Party), nor the People's Democratic Party. The strength of the work lay in the author's unbiased account of the trajectory of these political parties. With such a sturdy foundation, others (in line with the works of Cedric Grant, Assad Shoman, Evan X Hyde, Myrtle Palacio, Nicholas Pollard, Jr., Godfrey Smith, and Dylan Vernon) may wish to probe deeper into the parties' histories and impacts; for example, the chronic failure of third party candidates to make it first past the post in party politics in Belize cries out for analysis. This substantially revised and expanded Narrative is a testament to the author's persistent dedication since 1987 to ensure that the contributions of all the political parties to Belize's development will not go unrecognized. It adds to the number of affordable books that are now available to teach Belizean politics at the tertiary level - an undertaking that is too long overdue. Nothing in the early years of Price's life gave any indication that he would become the most uncompromising adversary of the British government in the struggle, first for self-government and later for Belizean independence, and in the process dominate Belizean politics for over 40 years. An indifferent scholastic career, failure to complete studies for the priesthood followed by a decade as the right-hand man for one of the colony's most astute businessmen, were less than impressive a track record for a future national leader and political firebrand. Yet for close to 50 years, the story of George Price was inseparable from the story of the modern political development of Belize, involving the birth of nationalistic politics; the formation of political parties; the struggle for independence and the national objective of maintaining the territorial integrity of Belize against claims by Guatemala. Here is the story of a man who never married or raised a family, who never had a romantic liaison with a woman and who up to the time of his death at the age of 92 had remained celibate all his life. Price's first and only lifelong love, his sweetheart, wife and family were Belize and its people. In this even-handed and revealing authorized biography, Godfrey Smith does not attempt to canonize Price nor denigrate his rivals and detractors. Rather, he exposes the contradictions that were a feature of Price's life and career. On the one hand the reader is shown Price as the ardent nationalist and a man of uncommon discipline and tenacity who pursued his vision of an independent Belize with clear-minded focus, courage and determination, yet who by his own admission had secret relations with Guatemala whom most Belizeans regarded as the enemy. On a personal level, Smith paints a picture of Price as one who beneath his pious exterior could often be found to be petty, secretive and vindictive and a man who did not suffer slights lightly. Few political leaders from the Caribbean have recorded their memoirs or, like Price, given access by way of interviews or opened their personal papers to researchers or biographers. As one whose political career spanned both the colonial and post independence eras, the information, experiences and insights George Price has freely given to his biographer will make this work an important contribution to the study of the political personality, the development of political parties and party politics in the Caribbean at both the undergraduate and graduate levels. In addition, the books sheds new light on Price's adversarial relationship with local British governors and officials of the Colonial Office in London, and on the central role that the Guatemalan claim on Belize and Price's controversial affiliations with Guatemala played in both the negotiation and timing of Belizean independence. George Price - A Life Revealed is at once the revealing story of an important and controversial political leader, and at the same time, a history of the anti-colonial struggle and the modern political development of Belize.

Book excerpt: In Political Clientelism and Democracy in Belize: From My Hand to Yours, Dylan Vernon revisits the modern political history of Belize from 1954 to 2013 through the unique analytic lens of the often unspoken but ubiquitous political clientelism, in which politicians provide resources and services to people in return for political support. Presenting Belize as an illustrative and critical case of rampant and damaging political clientelism in the Commonwealth Caribbean, Vernon methodically examines how clientelist politics took root in Belize during the nationalist period and why it expanded exponentially after independence in 1981. He explores and exposes the varied interactions between the widespread day-to-day practices of entrenched clientelist politics, the multiple actors involved and, importantly, the deleterious implications for the quality of democracy and people's livelihoods. Based on meticulous qualitative research, including in-depth interviews with Belizean political leaders and citizens, Vernon convincingly illustrates that even as the thousands of weekly informal politician/constituent transactions are essentially rational choices that have some short-term benefits for individuals - and especially the poor - collectively they spawn damaging macro-political and economic consequences for small developing states. Electoral democracy is tarnished, public resources are wasted, more politicians become clients of wealthy donors and political corruption is facilitated. As a parallel but unofficial social welfare system embeds itself at the constituency level, politicians and citizens alike have become trapped in a thorny web of mutual clientelist dependency.

While doing the research, my mind started to reflect on the days when I was a little boy growing up in Dangriga. I used to attend the People's United Party (PUP) and the National Independence Party (NIP) meetings, that were held at Central Square in our town. This was the place where the largest political meetings were always held. I then decided to do three books instead of one. During those days the leader of the PUP was our Premier George Price and the leader of the NIP was Philip Goldson both deceased. The PUP was the most popular party in the entire country of Belize because it is the oldest political party in our country that fought against the British to grant us the right to vote and workers' rights. Meanwhile, the NIP was a party that was formed by some PUP who broke away from the National Party and George Price because of his refusal to join the West Indian Federation that was proposed by Great Britain to their Caribbean colonies and the way he was negotiating with the Guatemalan government to try and get them to drop their claim to Belize.The first leader of the Honduran Independence Party (HIP) was Herbert Fuller then Philip Goldson, who changed the party's name to National Independence Party (NIP). Goldson and his friend Leigh Richardson were both sent to prison by the British for the crime of Seditious Conspiracy. After their release from prison, Richardson left the country to go and live in another country and years later he died in New York City. Philip Goldson as the leader of NIP started to build his party. When he took over the party, he continued to fight against George Price by himself. This was a challenge that nobody wanted because most of the people loved George Price and in their eyes he was their national hero and could do no wrong. Goldson left Belize to study law in England and during his absence in 1973, Dean Lindo and his followers formed the United Democratic Party (UDP) from the Liberal Party, the People's Democratic Party (PDM) and NIP. I heard a man saying one day; "People do not know how much I love George Price but if he tells me to vote for a man that he dresses up with a broom stick, he will vote for it". I was in shock and disbelief when I heard him say that this was now the challenge that UDP will have to deal with as a new political party.
